About this opportunity

The Utah Department of Transportation is requesting proposals for Zero Fatalities PR Media Management services, with proposals due July 28, 2026. The solicitation anticipates awarding a single contract.

The contractor will develop and execute communications campaigns educating the traveling public on safe driving behavior and culture-shift initiatives aligned with UDOT's strategic goal of eliminating crashes, injuries, and fatalities. The scope includes collaborating with UDOT's Zero Fatalities program team, Communications Office, the Program Outreach Manager, and Communications Managers to strategize media outreach efforts and serve as a resource for the Behavioral Safety Program throughout the contract term. The contractor must address challenges and needs of all transportation users — drivers, pedestrians, and cyclists — and focus on shifting organizational culture and mindsets toward shared responsibility for safety.

Cost proposals must include a blended hourly rate serving as the maximum billable rate for all labor (staff, account supervision, planning, consultation) and profit, plus three position-specific rates for Senior Manager/Executive, Mid-Level Staff, and Support Staff. Travel costs are reimbursed at Utah State Travel Policy per diem rates. Cost points are awarded using a formula whereby the lowest-price offeror receives 100 percent of available points; all others receive a proportional portion based on (2 × Proposed Price / Lowest Proposed Price). Offerors whose price exceeds double the lowest proposal receive no cost points. The cost proposal form format is mandatory and cannot be modified.

Proposals must submit cost and technical responses as separate documents. Pricing and cost proposals cannot be claimed as confidential; however, bidders may claim business confidentiality for non-public financial statements, employee names and contact information, customer information, and trade secrets under Utah Code Annotated Sections 63G-2-305 and 63G-2-309, provided they identify specific pages and justify the claim. All proposals must include a completed W-9 form (2024 version) and Vendor Form FI170.

Contractors must comply with Utah Administrative Code R895-14-3(3) accessibility standards, maintain cyber security insurance ranging from $2 million to $10 million depending on data risk categorization, obtain Federal Criminal Background Checks for all employees with facility or data access, and comply with NIST 800-53 (Revision 5) and GovRAMP or FedRAMP standards for cloud solutions. State Data must be stored, processed, and transmitted within the United States using TLS encryption; transfer of non-public data outside U.S. borders requires written authorization from the State's Chief Information Security Officer.

Opportunity text

The Zero Fatalities Program is integral to supporting UDOT's strategic goal of eliminating crashes, injuries, and fatalities. Achieving the absolute vision of Zero Fatalities requires focusing on both individual driver behavior, as well as the entire transportation ecosystem. Safety is a shared responsibility, encompassing system designers (engineers, planners, policymakers) and users (drivers, pedestrians, cyclists). The three core values of the Zero Fatalities Program, which focus on the value of human life and the collective duty to protect it, drive every policy, educational campaign, and enforcement action. The communications campaign for the Zero Fatalities Program primarily focuses on providing education to the traveling public. Education plays a key role in fostering a supportive safety culture where behavior is improved at all levels. Effective education involves understanding and addressing the challenges and needs of all users, including improving the culture of the organizations that implement, enforce, and respond to safety. Effective safety education focuses on shifting culture and mindsets, fostering a sense of shared responsibility, rapidly raising risk awareness, and actively improving practical knowledge and skills necessary for safe behavior. It is the responsibility of the Zero Fatalities PR and Media team to collaborate with the Zero Fatalities program team, UDOT Communications, and other partners, to strategize how to best reach out to the traveling public with behavior change messages that will increase safe driving behavior, and improve the safety of the transportation system. The Zero Fatalities PR and Media team will also serve as a resource for the Behavioral Safety Program and UDOT Communications Office, including the Zero Fatalities Program Outreach Manager and Communications Managers, to draw from for media outreach efforts throughout the year, as needed. Contract Award: It is anticipated that this solicitation will result in a SINGLE CONTRACT Award.
