About this file
This file is a sample proposal evaluation scoresheet with dropdown menus for the Utah Department of Transportation (UDOT) Zero Fatalities PR Media Management RFP. The Zero Fatalities Program supports UDOT's strategic objective of eliminating crashes, injuries, and fatalities through comprehensive communications and public education initiatives. The selected contractor will collaborate with UDOT's Zero Fatalities program team, Communications Office, and partners to develop and execute behavior change messaging campaigns designed to increase safe driving practices and improve overall transportation system safety. The contractor will serve as a primary resource for media outreach efforts, working with the Zero Fatalities Program Outreach Manager and Communications Managers throughout the contract period. The RFP anticipates awarding a single contract to one qualified vendor, though specific response deadlines, site visit requirements, and bidders' conference details are not fully detailed in this excerpt.
The evaluation scoresheet utilizes a dropdown menu format to assess proposals against established criteria, enabling consistent and standardized evaluation of submitted bids. While specific pricing terms, contract duration, renewal options, and funding amounts are not detailed in this document excerpt, the scoresheet serves as the primary evaluation tool for determining contractor selection. The document structure indicates a formal procurement process designed to ensure objective assessment of proposer qualifications, relevant experience, technical approach, and capability to deliver comprehensive PR and media management services supporting UDOT's safety mission and behavior change objectives.

TOTAL EVALUATION POINTS (105 POINTS POSSIBLE)
* Purchasing will use the following cost formula: The Cost Points assigned to each Offeror’s Cost Proposal will be based on the lowest Overall Total Cost. The Offeror with the lowest Overall Total Cost will receive 100% of the cost points. All other Offerors will receive a portion of the total cost points based on what percentage higher their Proposed Overall Total Cost is than the Lowest Proposed Overall Total Cost. An Offeror whose Proposed Overall Total Cost is more than double (200%) the Lowest Proposed Overall Total Cost will receive no points.
The formula to compute the points is: Cost Points x (2- (Proposed Overall Total Cost/Lowest Proposed Overall Total Cost)).
