Mandatory eligibility requirements are current Utah business licensure, minimum five years of experience providing the requested services, and disclosure of any nonperformance or breach of contract claims filed against the offeror or subcontractors within the past five years. The scope encompasses welding, dump body rebuild/install/repair/replacement, tow plow repair, repair and rebuild of various spreader brands, snowplow and wing plow repair, and installation of hydraulic cylinders and snowplows. All work must comply with UDOT's established standards and specifications, including reference to sample blueprints provided in the RFP package.

Cost is evaluated independently, with the lowest-cost offeror receiving maximum cost points and others receiving points calculated by ratio, with offerors proposing costs more than double the lowest cost receiving no points.
