About this opportunity

The Utah Department of Transportation (UDOT) Procurement Services has issued a Request for Proposals (RFP) for the supply of National Electrical Manufacturers Association (NEMA) TS-2 Type 1 traffic signal control modular cabinet assemblies and Advanced Traffic Controller (ATC) cabinets to support approximately 1,400 signalized intersections throughout the state. The RFP seeks qualified manufacturers to provide NEMA TS-2 cabinets in Size 5, Size 6, and Size 6 Stretch (extended height) configurations, as well as ATC cabinets with 16-channel and 32-channel output configurations, fully assembled and tested under signal load for a minimum of eight hours prior to delivery. Standard NEMA Size 6 cabinets must measure 52 inches high by 44 inches wide by 24 inches deep, while Size 6 Stretch cabinets must measure 64 inches high by 44 inches wide by 24 inches deep; ATC cabinets must measure 67 inches high by 44 inches wide by 26 inches deep. All cabinets must be constructed from aluminum with minimum 0.125-inch thickness, compatible with specified signal controllers (Econolite Cobalt version 32.62+ and Intelight MaxTime version 1.82+ for NEMA cabinets), include comprehensive wiring diagrams, and carry a minimum one-year warranty covering all defects and associated repair costs. Responding firms must demonstrate a minimum of five years of signal cabinet manufacturing experience and verifiable deployment of at least 100 NEMA TS-2 and/or ATC signal cabinets across five or more different U.S. states or major municipalities within the past five years, supported by references from at least five different U.S. states. Technical proposals will be evaluated on a 70-point scale assessing demonstrated multi-state deployments and ability to meet scope of work requirements, while cost proposals will account for 30 points with the lowest-cost proposer receiving maximum points. The RFP was posted on May 8, 2026, with proposals due by May 23, 2026, and the solicitation is anticipated to result in multiple contract awards with a five-year contract term.

The RFP contains no specific set-aside designations or restrictions limiting participation to particular organizational types or disadvantaged enterprise categories, allowing qualified manufacturers from any sector to respond. No incumbent vendors or current contractors are identified in the solicitation documents, though all cabinets must integrate with existing UDOT infrastructure and comply with UDOT standards and specifications, including compatibility with specified signal controller platforms. Delivery requirements specify F.O.B. destination freight prepaid within 60 days from order to delivery for cabinet assemblies and a maximum 30-day lead time for auxiliary devices, with shipping directed to UDOT's Central Warehouse at 4501 S 2700 W, Salt Lake City, Utah 84129, or other UDOT locations as requested. All pricing must be submitted as firm, delivered unit prices on the Cost Proposal Submittal Form covering 29 line items for NEMA and ATC cabinets and components, with pricing guaranteed for one year and subsequent adjustments permitted only at equal guarantee periods with 30 days' notice and documented justification. The RFP does not establish a specific total budget range or guaranteed minimum or maximum purchase volumes, as procurement will be conducted on an as-needed basis at the Department's sole discretion to support traffic signal operations throughout the state. Vendors must comply with all standard terms and conditions, including maintenance of workers' compensation insurance at statutory limits, commercial general liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate, and registration with E-Verify for employment eligibility verification.
