About this opportunity

The Utah Department of Transportation (UDOT) Region 4 is issuing an Invitation for Bid (IFB) with Solicitation #UDOT260144CN for cover material to be used in chip seal coat applications. The procurement seeks a single contract with the lowest responsive and responsible bidder to provide TYPE II CHIPS cover material to ten specified stockpile locations across various state and U.S. highways. The total estimated requirement is approximately 8,548 cubic yards of cover material, which must be delivered to drop points before May 21, 2026, between 7:00 AM and 3:00 PM, Monday through Thursday. Bidders are required to submit pricing on a per-yard basis, FOB pricing, and price per ton-mile for hauling. Suppliers must deliver materials using end dumps or belly dumps and shape stockpiles to a uniform 10-foot height, with the District Engineer providing a minimum of seven days' notice before each scheduled delivery. Qualified bidders must demonstrate compliance with specifications through comprehensive documentation and be prepared to provide on-site technical support for initial material installation and calibration.

There are no specific set-aside designations or restrictions on organizational types mentioned in the solicitation documents. The contract will be awarded based on lowest price, with no preferential treatment for small businesses, disadvantaged enterprises, or specific vendor categories. Bidders must comply with standard state procurement requirements, including participation in the E-Verify employment verification system and maintaining appropriate insurance coverages, including $1,000,000 per occurrence for commercial general liability and commercial automobile liability. While no incumbent vendor is identified, contractors must meet rigorous material testing and quality management standards established by UDOT. The contract requires vendors to maintain stockpiles of at least 500 tons of aggregate and submit detailed documentation certifying material quality. Though a specific budget range is not explicitly stated, the total project value can be estimated at approximately $500,000 to $750,000 based on the volume of cover material required, though actual costs will depend on the winning bidder's pricing.
