About this file
This is a Scope of Work document for the Utah Department of Transportation (UDOT) Region 4, outlining the requirements for providing cover material for chip seal coat applications. The contract requires the supplier to deliver cover material to specified stockpile locations and drop points according to a designated delivery schedule, with all material required to be delivered before May 21, 2026. Deliveries must occur between 7:00 AM and 3:00 PM, Monday through Thursday, with the District Engineer providing a minimum of seven days' notice before each scheduled delivery. For Lightweight Cover Material, the supplier must provide on-site technical support for calibration and application procedures during the initial installation phase in each District until the Department determines such assistance is no longer needed.
Stockpiling requirements specify that material must be delivered using end dumps, end dumps with pups, or belly dumps, with loads placed and shaped using supplier-furnished loaders and operators to a uniform 10-foot height. The Department reserves the right to require reshaping of stockpiles if configuration is unsatisfactory, with associated reshaping costs deducted from amounts due to the supplier. All billing and payment statements should be submitted to UDOT Region 4 Accounting, with email to R4statements@utah.gov preferred, or alternatively mailed to the specified address in Richfield, Utah. This Invitation for Bid seeks to award a single contract to the lowest responsive and responsible bidder under Utah Procurement Code regulations, with Solicitation #UDOT260144CN as the reference number for all correspondence and documentation.
