About this opportunity

The Utah Department of Transportation (UDOT) Procurement Services Division, as the issuing unit, and Region 2, as the conducting unit, issued Invitation for Bid (IFB) UDOT260175CN on March 18, 2026, seeking the lowest responsive and responsible bidder to provide temporary traffic control services across multiple counties in UDOT Region 2. The procurement encompasses twelve base contracted services including mobilization for Salt Lake County, Summit County, Tooele County East, and Tooele County West; traffic control maintainer hours; traffic plan design hours; construction signs; plastic barrels; Type II and Type III barricades; advance warning arrow stationary equipment; and changeable message boards, with estimated quantities ranging from 20 to 65,000 units depending on the line item. The cost submittal also identifies eight non-binding pricing items for contractual purposes only, including truck-mounted impact attenuators, light plants, speed monitoring devices, flagging services, water-filled barriers, portable traffic signals, trench plates, and temporary portable rumble strips, with actual payment to be made based on actual quantities and work performed at stipulated unit prices. Bidders must demonstrate compliance with all stated specifications and requirements through comprehensive documentation and must reference Solicitation #UDOT260175CN on all submissions. The deadline for bid submission is March 31, 2026, with award anticipated to the lowest responsive and responsible bidder based on the total base bid amount calculated from the twelve base items. This solicitation may result in a five-year contract, with primary and secondary contractors potentially awarded across all three designated areas as specified in the cost sheet (Attachment C).

The solicitation documents do not identify specific set-aside designations, restrictions on organization types eligible to respond, disadvantaged enterprise requirements, or incumbent vendors; however, all vendors must complete the Vendor/Customer Creation and Modification Form (FI170) to establish or update their vendor profile in the State's accounting system for payment processing purposes. Vendors are required to provide comprehensive business information including legal name, Doing Business As (DBA) name, organization type (sole proprietor, C-Corporation, S-Corporation, Partnership, Trust/Estate, or LLC), Tax Identification Number (TIN), multiple addresses, primary contact information, and preferred payment method (Electronic Funds Transfer, check, or PayPlus virtual card). The solicitation materials do not disclose specific award values, budget ranges, or funding source information in the available attachments. The State reserves the right to increase or decrease actual quantities as required during contract performance, and pricing for non-binding items will be subject to UDOT's price reasonableness review. Interested bidders should note that this procurement is issued in accordance with the State of Utah Procurement Code and Utah Administrative Code, which take precedence over any conflicting IFB provisions.
