About this file
Scope of Work Summary: UDOT Region 2 Temporary Traffic Control
This Scope of Work document supports an Invitation for Bid (IFB) issued by the Utah Department of Transportation (UDOT) Procurement Services Division and Region 2 for temporary traffic control services across multiple counties in Region 2. The solicitation, referenced as UDOT260175CN, seeks a contract with the lowest responsive and responsible bidder to provide temporary traffic control services. The contract is structured to potentially result in a five-year agreement, with primary and secondary contracts available for all three designated areas within the region. The IFB is governed by the State of Utah Procurement Code and Utah Administrative Code, with these regulatory frameworks taking precedence in the event of any conflicts with solicitation provisions. Bidders are required to submit comprehensive documentation and information demonstrating compliance with all stated specifications and requirements outlined in the solicitation materials, including the cost sheet provided in Attachment C.
The solicitation does not specify response dates, due dates, site visit requirements, or bidders' conferences in the scope document provided. Award dates and detailed contract terms beyond the five-year potential duration are not specified in this summary document. Pricing terms, set-asides, incumbent information, funding sources, and other financial requirements are referenced through Attachment C (Cost sheet) but are not detailed within this scope attachment itself. All bids, correspondence, and documentation must reference the solicitation number UDOT260175CN for proper identification and processing by the State.

Attachment B Scope of Work/Specification Providing and Maintaining Temporary Traffic Control Devices Region Two
Providing and Maintaining Temporary Traffic Control Devices Region Two
UDOT Region Two: Temporary Traffic Control Services
SECTION 1: CONTRACT OVERVIEW & SCOPE
This five (5) year, multi-award contract provides temporary traffic control (TTC) services, certified personnel, and equipment for UDOT Region 2 maintenance activities.
· Geographic Scope: All state and interstate routes within Summit, Salt Lake, and Tooele Counties.
· Operational Capacity: The Contractor shall provide sufficient resources-including labor, equipment, and materials-to perform a minimum of six (6) concurrent or sequential traffic control setups per shift at distinct locations.
· Service Requirements: Contractors must provide 24/7 readiness for both scheduled maintenance and rapid-response emergency scenarios.
SECTION 2: PROCUREMENT, AWARD, & UTILIZATION
2.1 Basis of Award
The Department shall award this contract to the responsible Bidder submitting the lowest responsive Total Base Bid, as calculated from the aggregate project costs set forth in the attached Cost Submittal Price Sheet. This bidding process establishes the ranking for the multi-award structure: Primary, Secondary, and Tertiary.
2.2 Quantities and Unit Prices
The quantities enumerated in the Cost Submittal are estimates for bidding purposes only. UDOT reserves the right to increase or decrease actual quantities as required by field conditions. Payment shall be made based on actual work performed at the stipulated unit prices.
2.3 Order of Precedence and Contractor Bypass
UDOT will utilize contractors in order of their awarded rank. The Department is justified in bypassing a higher-ranked contractor and moving to the next available contractor under the following conditions:
· Capacity Limitations: The contractor has reached their maximum resource capacity and cannot fulfill an additional request.
· Non-Responsiveness: The contractor fails to respond to a notification or contact attempt within the timeframes established in Sections 3 and 4.
· Performance Failure: The contractor is currently under a "Notice of Non-Compliance" or has had work suspended due to safety or quality violations.
· Right of Refusal: The contractor provides notification that they cannot fulfill a specific task or timeline.
SECTION 3: PERFORMANCE TIMELINES
Failure to adhere to these windows may result in Price Adjustments or immediate work suspension.

SECTION 4: PERSONNEL & CONTACT PROTOCOLS
4.1 Emergency Contact Hierarchy
The Contractor shall maintain a 24/7 Emergency Contact List consisting of a minimum of three (3) qualified individuals ranked in priority order.
· Call Order: UDOT will attempt to contact the "Priority 1" individual first. If no contact is made within 10 minutes, UDOT will proceed to "Priority 2," and then "Priority 3."
· Authority: All listed contacts must have the authority to immediately dispatch labor and equipment.
· Updates: The Contractor must update this list within 24 hours of any personnel or phone number changes.
4.2 Certified Traffic Control Personnel

5.1 Device Quality and Compliance
All signs, barricades, and channelizing devices must conform to UDOT Standard Specification Section 01554, the current Manual on Uniform Traffic Control Devices (MUTCD), and UDOT Standard Drawings. All devices must meet the ATSSA "Acceptable" quality standard.
5.2 Authority of the Department
The Station Supervisor (or UDOT Representative) is the final authority on work quality and contract interpretation. UDOT reserves the right to suspend work without liability for safety violations, failure to comply with contract provisions, or if determined to be in the State's best interest.
5.3 Documentation
The Contractor shall document all verbal directions in the Daily Work Report (DWR) to ensure a formal project record.
SECTION 6: MEASUREMENT AND PAYMENT
6.1 Compensation Structure
All payments shall be made according to the unit prices established in the Contractor’s Cost Submittal Price Sheet. These rates are all-inclusive of labor, equipment, fuel, and overhead.
6.2 Billable vs. Incidental Items
· Billable Hours: Traffic Control Maintainer hours are measured from arrival at the project limits to departure.
· Incidental (Non-Billable): Travel time and the installation/maintenance of advanced warning signage or Portable Changeable Message Signs (PCMS) used for public notification are incidental to the Mobilization bid item and will not be paid separately.
