About this opportunity

The Utah Department of Transportation (UDOT) Procurement Services Division is conducting an Invitation for Bid (IFB) under Solicitation #UDOT260190CN for roto mill services across seven planned projects in Region 1. The procurement seeks a single contractor to provide rotary milling equipment and services to remove 2 to 3 inches of asphalt pavement at multiple state routes, including SR 30 in Snowville (292,723 square feet at 2 inches), SR 218 in Logan (113,690 square feet at 2 inches), SR 38 in Brigham (52,715 square feet at 2 inches), SR 134 at three locations in Ogden (32,313 square feet total), and SR 65 in Morgan (5,069 square feet at 3 inches). The contractor must provide all roto mill equipment and any additional machinery required for the milling process, with all work completed by June 25, 2026. Award will be determined solely on the basis of the lowest daily mill rate submitted by the responsive and responsible bidder. The contract may expand to include additional projects if funding becomes available, and some project locations may be reduced due to funding constraints. Bids are due on March 26, 2026, and bidders must reference Solicitation #UDOT260190CN on all correspondence and documentation. Bidders must provide comprehensive documentation demonstrating compliance with stated specifications and requirements, coordinate scheduling with UDOT crews regarding the non-sequential nature of the seven projects, and conform all work to current UDOT Standard Specifications and Standard Drawings within the UDOT right-of-way.

The solicitation documents do not identify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor preferences. There is no indication of incumbent contractors currently performing these services, nor are there specific technology integration requirements mentioned in the available procurement materials. Prospective vendors must complete the State of Utah Vendor/Customer Creation and Modification Form (Form FI170) and submit supporting documentation including a W-9 form to become approved vendors eligible for payment processing. UDOT will assume responsibility for traffic control, hauling of roto mill tailings, cleanup, repaving, and any roadway damage occurring during construction, limiting the contractor's scope to milling operations only. The specific budget or contract value is not disclosed in the solicitation materials, as the award will be based exclusively on the lowest daily machine rate bid, with the total contract value dependent on the actual number of days required to complete the seven planned projects and any additional projects funded during the contract period.

Invitation for Bid (IFB) UDOT- Region 1 Roto Mill Projects Solicitation # UDOT260190CN This Invitation for Bids "IFB" is issued in accordance with State of Utah Procurement Code and the Utah Administrative Code. If any provision of this IFB conflicts with the Utah Procurement Code or the Utah Administrative Code, then Utah Procurement Code and then Utah Administrative Code will take precedence. The purpose of this IFB is to enter into a contract with the lowest responsive and responsible bidder to provide roto mill services for our Region 1 UDOT projects. There are 7 projects planed but these projects will most likely not be back to back. There is a possibility that UDOT will be able to coordinate a few projects together. Therefore a daily mill rate for the machine is what will need to be submitted. All projects will be completed before June 25th 2026. This contract may result in a Purchase Order for the projects detailed in scope. May also include other projects if funds become available. Award will be given to the lowest daily rate bidder. Issuing Procurement Unit, Conducting Procurement Unit, and Solicitation Number The UDOT Procurement Services Division is the issuing procurement unit and Region 1 is the conducting procurement unit for this IFB (referred to as "the State").
