About this file
This is a Scope of Work document issued by the Utah Department of Transportation (UDOT) Region 1 for roto mill services across seven locations in northern Utah. The project involves roto milling 2 to 3 inches of asphalt pavement at multiple state routes to address cracking and rutting. The specific locations and milling requirements are: SR 30 (Mile Post 52.8-53.8, Snowville) for 292,723 square feet at 2 inches; SR 218 (Mile Post 0.5-1.5, Logan) for 113,690 square feet at 2 inches; SR 38 (Mile Post 4.8-5.2, Brigham) for 52,715 square feet at 2 inches; SR 134 at three locations in Ogden totaling 32,313 square feet (12,038 and 5,702 square feet at 2 inches, and 15,206 square feet at 3 inches); and SR 65 (Mile Post 12.5, Morgan) for 5,069 square feet at 3 inches. The contractor will be responsible for providing the roto mill equipment and any other machinery required for the milling process. All work must be completed by June 25, 2026, and the contractor must coordinate with UDOT crews regarding schedules and project sequencing, as the seven projects will likely not occur consecutively.
UDOT will assume responsibility for traffic control, hauling of roto mill tailings, cleanup, repaving, and any roadway damage occurring during construction. All work must conform to current UDOT Standard Specifications and Standard Drawings and occur within the UDOT right-of-way. The contract will be awarded to the lowest responsive and responsible bidder based on a daily machine rate, as this pricing structure accommodates the variable and non-sequential nature of the seven planned projects. The IFB (Solicitation #UDOT260190CN) may result in a purchase order for the detailed projects and potentially additional projects if funding becomes available. Some project locations may be reduced if funding constraints arise. The bidder selection process prioritizes cost efficiency through competitive daily rate bidding.
