About this opportunity

The Utah Department of Transportation (UDOT) issued a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process on March 30, 2026, for additional funds to its existing Iteris Contract 259590. This sole source procurement seeks to activate the ClearGuide Signal Trends Module, a Traffic Signal Probe Data Analytics Module, for a one-year term with no renewal options. The deliverable involves integrating UDOT's existing probe data sets—specifically HERE data from 2014-2019 and ClearData from 2019-2027—within the ClearGuide platform and conflating the data to UDOT's HERE-licensed mapping. UDOT justified the sole source determination under Section A of the procurement form, citing that ClearGuide is proprietary software exclusively owned and maintained by Iteris, with Iteris being the only authorized vendor capable of adding analytics modules to their proprietary software, data, and conflation methods. The public comment period runs through April 7, 2026, and interested parties must submit detailed written documentation demonstrating their capability to provide comparable or equivalent products within this timeframe to challenge the sole source determination. The estimated total term cost for this one-year procurement is $234,135.

This procurement does not indicate any set-aside designations or restrictions on organizational types that may respond. The incumbent vendor is Iteris, which maintains the existing contract (Contract #259590) with UDOT and will be the sole awardee if no valid challenges are received. The procurement builds upon UDOT's existing infrastructure and technology relationships, specifically integrating data managed under current contract #231266 and requiring seamless compatibility with UDOT's existing ClearGuide platform and HERE-licensed mapping systems. UDOT's market research included participation in webinars with competing vendors, attendance at national conferences, and consultant interviews; however, the department determined this research was irrelevant given Iteris's exclusive authorization status over the proprietary platform. No personal, financial, or fiduciary relationships were disclosed between the requestor and Iteris. The contract award value is fixed at $234,135 for the one-year term.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS This is NOT a request for competitive solicitation. This is a public notice for comment regarding a proposed procurement without engaging in a standard procurement process if it is determined that the following exist: • there is only one source for the procurement item; or • transitional costs are a significant consideration in selecting a procurement item; or • the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the requirements of this procurement. For information regarding the specifics of this proposed procurement, please see the justification documentation attached within this notice. If a party agrees that this proposed purchase is a valid sole source, NO ACTION IS REQUIRED.
