About this opportunity

The Utah Department of Transportation (UDOT) has issued a Notice of Intent to Award a Contract without engaging in a standard procurement process for a five-year service contract for DSR 102e, with a public comment period closing July 21, 2026. This is a sole source procurement, not a competitive solicitation.

UDOT asserts that sole source conditions exist under one or more of the following: only one source can provide the required service, transitional costs are a significant consideration in vendor selection, or circumstances make standard competitive procurement impractical and not in the best interest of UDOT. The notice serves as a public transparency mechanism to identify whether any other interested and qualified suppliers meet the procurement requirements before UDOT proceeds with award.

The scope of work covers specialized services under DSR 102e over a five-year contract term. Detailed justification documentation for the sole source determination is attached and available for public review and comment. If a party objects to the sole source justification or identifies an alternative qualified supplier, supporting documentation must be submitted by July 21, 2026. If no objections are received affirming the validity of the sole source determination, UDOT will proceed with contract award. The notice does not specify pricing terms, funding amounts, the current or incumbent contractor, or other financial details in the publicly available summary.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS This is NOT a request for competitive solicitation. This is a public notice for comment regarding a proposed procurement without engaging in a standard procurement process if it is determined that the following exist: • there is only one source for the procurement item; or • transitional costs are a significant consideration in selecting a procurement item; or • the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the requirements of this procurement. For information regarding the specifics of this proposed procurement, please see the justification documentation attached within this notice. If a party agrees that this proposed purchase is a valid sole source, NO ACTION IS REQUIRED.
