About this opportunity

The Utah Department of Transportation (UDOT) is seeking to procure a towable debris pickup machine through an Invitation for Bid (IFB) for a five-year contract. The solicitation targets a diesel-powered machine designed to remove highway debris from paved and unpaved roadsides, medians, and curbs at cleaning speeds of 0-18 MPH and towing speeds up to 65 MPH. The equipment must be operable by one person from a towing vehicle and capable of removing various types of debris including tire treads, mufflers, hubcaps, cardboard, wood, paper, and cans. Specific technical requirements include maximum dimensions of 16 feet long, 8 feet 5 inches high, and 8 feet 4 inches wide, with a weight limit of 6,500 pounds and a minimum hopper capacity of 4 cubic yards. The machine must feature a water-cooled diesel engine, 12-volt electrical system, hydraulic gear-type pump, bar flight conveyor, gutter brooms, electric drum brakes, and a handheld remote-control system. The bid is due on December 5, 2025, with delivery expected within 90 days of contract award at no additional charge for locations within 50 miles of UDOT's Main Complex in Salt Lake City.

There are no specific set-aside designations or restrictions on responding organizations mentioned in the solicitation documents. The contract will be awarded to a single provider based on the lowest responsible and responsive bid. Vendors must complete a Vendor Creation/Modification Form and comply with Utah Retirement Systems regulations. The pricing form requires bidders to submit a base price for the road rake unit, with options for a spare tire and wheel, and alternative brake systems. Bidders must also provide a percentage discount off list price for repair and maintenance items and a shop labor rate. While no specific budget range is explicitly stated, the comprehensive specifications suggest a significant investment in specialized equipment. The contract includes a minimum 12-month manufacturer's warranty covering defects in material and workmanship, with the potential for additional training on safety, operations, and maintenance as requested by UDOT.
