About this opportunity
The Utah Department of Transportation is requesting bids for sand blasting, painting, welding, and fabrication services for UDOT Region 4 Price Area under a single-provider IFB, with bids due August 14, 2026. A geographic restriction limits eligibility to businesses located within 30 miles of zip code 84501 in Utah — a decision-flipping filter for this regional scope.
The scope encompasses sand blasting to remove old paint and galvanized coatings from nine cubic yard dump bodies, twelve-foot snowplows, and seven and one-half cubic yard material spreaders; welding and fabrication to repair damaged or rotten metal components; and repainting with specified epoxy primers and topcoats. Sand blasting of dump bodies must be completed within three working days, with painting completion required within twenty working days. Welding and fabrication timelines are determined on an individual basis depending on extent of work needed. Painting specifications mandate DuPont 25P or MP1 70 epoxy primer for standard conditions, with POR 15 rust preventative primer required for severely rusted items, achieving minimum four-mil Drive Film Thickness verified at delivery. Dump bodies and exposed truck wheels must be painted orange; dump body bed bottoms, truck frames, plows, hydraulic boxes, toolboxes, bumper ends, and hitch plates must be painted black. Bidders must identify any service areas in which they are not qualified to perform.
Required insurance includes workers' compensation at statutory limits, commercial general liability of not less than $1 million per occurrence and $3 million aggregate, and commercial automobile liability of $1 million per occurrence if vehicles are used in performance. Contractors must register with E-Verify if employing personnel in Utah. Payment is made within thirty days of receipt of a correct invoice on an F.O.B. Destination Freight Prepaid and Allowed basis. All items are warranted for one year from delivery. UDOT reserves the right to terminate for convenience with thirty days' written notice or for cause following a ten-day cure period.
