About this file

This Scope of Work document outlines sand blasting, painting, welding, and fabrication services required by the Utah Department of Transportation (UDOT) for Region 4 Price Area. UDOT seeks to contract with a qualified provider to service nine cubic yard dump bodies, twelve-foot snowplows, and seven and one-half cubic yard material spreaders that have been compromised by extreme weather conditions and operational use. The scope of work encompasses comprehensive sand blasting to remove old paint and galvanized coatings, welding and fabrication services to repair damaged or rotten metal components, and repainting with specified epoxy primers and topcoats. Sand blasting of dump bodies must be completed within three working days, with painting completion required within twenty working days. Welding and fabrication timelines will be determined on an individual basis depending on the extent of work needed. A geographic restriction limits eligibility to businesses located within 30 miles of zip code 84501 in Utah.

The contract anticipates a single provider award in accordance with the Utah Procurement Code. Specific painting requirements mandate DuPont 25P or MP1 70 epoxy primer for standard conditions, with POR 15 rust preventative primer required for severely rusted items, achieving a minimum four-mil Drive Film Thickness verified at delivery. Dump bodies and exposed truck wheels must be painted orange, while dump body bed bottoms, truck frames, plows, hydraulic boxes, toolboxes, bumper ends, and hitch plates must be painted black. Bidders must identify any service areas in which they are not qualified to perform and submit this documentation with their bid. UDOT equipment shops will handle equipment delivery at their discretion, and all reinstalled accessories must comply with Utah State laws for continuous equipment operation.

For preventative maintenance and after repair, UDOT requires that these items be sand blasted to remove all of the old paint along with galvanized coating to expose the bare metal.
