About this opportunity

The Utah Department of Transportation (UDOT) is soliciting bids for a five-year agency contract for fence repair, replacement, and installation services in Region 1, covering six counties: Weber, Davis, Morgan, Box Elder, Cache, and Rich. The Invitation for Bids (IFB) seeks a single contractor to provide comprehensive fencing services across 13 maintenance stations, including removal of damaged fence components and installation of new fence systems. Deliverables include various fence types such as chain link, wood post, and metal post fences, with specific configurations for wildlife management and right-of-way protection. The procurement will follow a low-cost bid evaluation methodology, with bidders required to submit detailed pricing for 36 line items covering mobilization, fence removal, and installation. The solicitation number UDOT260088JB-1 replaces a previous solicitation, and bids are due on November 26, 2025, to be submitted electronically through an online bidding system. Contractors must provide comprehensive documentation demonstrating compliance with UDOT's 2025 Standard Specifications, Standard Drawings, and manufacturer installation instructions.

There are no specific set-aside designations or restrictions mentioned for disadvantaged enterprises in the procurement documents. Bidders must meet standard qualifications, including providing liability insurance with $1,000,000 per accident occurrence and $2,000,000 in aggregate, along with workers' compensation insurance. While no incumbent vendors are explicitly identified, the contract requires contractors to have extensive capabilities in fence installation, traffic control, and site cleanup across diverse geographical and environmental contexts. The pricing structure allows for potential price adjustments after the first year, with changes limited to a maximum of five percent based on market indexes. Although a specific budget range is not provided, the comprehensive nature of the contract suggests a substantial multi-year investment in infrastructure maintenance, with pricing to be determined through the competitive bidding process. Contractors will be expected to provide all necessary equipment, personnel, and materials to complete fence-related work orders across the specified Utah counties.
