About this opportunity
The Utah Department of Transportation (UDOT) issued Invitation for Bid (IFB) #DOT260177MP on February 11, 2026, with proposals due February 27, 2026, seeking a qualified laboratory to provide comprehensive deicer testing services under a five-year contract with no guaranteed minimum volume. The procurement encompasses twenty-three distinct test procedures including analysis of active ingredient concentration, weight per gallon, corrosion control inhibitor presence, pH measurement, corrosion rate, settleable solids, phosphorus content, heavy metals (arsenic, barium, cadmium, chromium, copper, lead, selenium, zinc, and mercury), nitrogen compounds, biological and chemical oxygen demand, frictional analysis, chloride content, and gradation analysis, with all testing methodologies defined using specific ASTM standards and procedures from industry-recognized sources including Clear Roads guidance documents. The contractor must provide a completion timetable with a maximum allowable timeframe of ten days upon sample receipt, maintain ISO 17025 laboratory accreditation certification, and demonstrate working knowledge of deicer matrices subject to UDOT review. Pricing will be evaluated on a weighted cost basis, with each of the twenty-three test procedures assigned a specific weighting factor; bidders must submit unit costs for each procedure on the standardized pricing form without modification, and contract pricing will be guaranteed for one year from the contract date, with any subsequent price adjustments requiring 30 days' notice, supporting documentation demonstrating mathematical nexus, and occurring no more frequently than annually. The evaluation methodology multiplies each unit cost by its assigned weighting factor to determine the total weighted cost for award purposes.
The solicitation documents do not indicate any set-aside designations for disadvantaged enterprises or restrictions limiting organizational types eligible to respond. No incumbent vendor or current contractor information is identified in the available documentation. Bidders must comply with all Agency Standard Terms and Conditions, including maintenance of workers' compensation insurance, commercial general liability insurance of no less than $1,000,000 per occurrence and $3,000,000 aggregate, and commercial automobile liability insurance of $1,000,000 per occurrence if applicable, along with submission of required certifications regarding debarment status, conflicts of interest, tax liens, and business confidentiality claims as applicable. All deliverables constitute work made for hire with ownership transferring to the State Entity, and the State reserves the right to terminate the contract with thirty days' notice for convenience or immediately upon ten days' written notice of material breach. Specific budget values or award ranges for the deicer testing contract are not disclosed in the available solicitation documents.
