About this file

This is a Scope of Work document for the Utah Department of Transportation (UDOT) outlining requirements for a five-year deicer testing requirements contract. UDOT seeks a qualified laboratory to provide testing services on an as-needed basis with no guaranteed minimum volume. Testing will be ordered by UDOT as needed, with samples submitted to the contractor along with a list of required tests. The contractor must provide a timetable for completion with a maximum allowable timeframe of 10 days upon sample receipt. The scope of work specifies comprehensive testing procedures for deicer products including percent concentration of active ingredients, weight per gallon, corrosion inhibitor presence and concentration, pH levels, corrosion rates, settleable solids, heavy metals analysis (arsenic, barium, cadmium, chromium, copper, lead, selenium, zinc, and mercury), phosphorus content, nitrogen compounds, biological and chemical oxygen demand, frictional analysis, chloride content, and gradation analysis. Testing methodologies are defined using specific ASTM standards and procedures from the Standard Methods for the Examination of Water and Wastewater published by APHA-AWWA-WPCF, as well as Clear Roads guidance documents.

The contract pricing will be guaranteed for one year from the contract date, with price adjustments thereafter requiring 30 days' notice and supporting documentation demonstrating a logical mathematical link between current and proposed pricing. Price changes may occur no more frequently than annually on the contract anniversary date, with exceptions considered only if there is a net change of five percent or more based on index changes. The bidding laboratory must hold appropriate laboratory certification(s) and demonstrate working knowledge of deicer matrices subject to UDOT review. Invoices must be submitted to UDOT's Accounts Payable with the purchase order or contract number clearly referenced and itemized by product or service. UDOT reserves the right to adjust incorrect invoices and will remit payment by mail or electronic commerce, with cash discount periods commencing on the delivery date or correct invoice date, whichever is later.

1.3 EXTENT OF WORK

A. Testing will be ordered by UDOT on an as-needed basis. UDOT does not guarantee any amount of testing to be ordered.

1.4 GUARANTEE OF PRICE

A. The contract pricing will be guaranteed for one (1) year.

B. Following the guarantee period, any request for price adjustment must be for an equal guarantee period, and must be made at least 30-days prior to the effective date. Requests for price adjustment must include documentation supporting the request and demonstrating a logical mathematical link between the current price and the proposed price. Any adjustment or amendment to the contract will not be effective unless approved by UDOT. UDOT will be given the immediate benefit of any decrease in the market, or allowable discount.

1.5 PRICE ESCALATION

A. Price changes shall occur no more frequently than on the anniversary of the contract date. An "Exception" will be considered if there is a net change in price of five (5) percent or more based on a change in the index(es). And if a price change is granted earlier than twelve months, that price change must be in effect for twelve months unless there is an Exception. (Should the Contractor choose to be bound by a maximum price change, either in time or in amount, that maximum shall take precedence.)

C. In the event UDOT is entitled to a cash discount, the period of computation shall commence on the delivery date or the date of a correct invoice, whichever is later. If an adjustment in payment is necessary due to damage, the cash discount period shall commence on the date final approval is authorized. UDOT reserves the right to adjust incorrect invoices. UDOT will remit payment by mail or electronic commerce.

D. The Contractor acknowledges untimely billing may adversely affect the Department due to state fiscal constraints imposed upon it as a department of state government. The Contractor waives payment, and waives the right to bring action in law or in equity to recover payment for services, for any and all payments requests the Department does not receive from the Contractor within the timeframe provided under this contract.

2 TEST REQUIREMENTS AND DESCRIPTIONS

2.1 TESTING PROCEDURES

A. Percent Concentration of Active Ingredient in the Liquid: Test Method: Atomic Absorption or Inductively Coupled Plasma Spectrophotometry as described in “Standard Methods for the Examination of Water and Wastewater”, APHA- AWWA-WPCF is acceptable. Test Method “A” in Appendix “A” is used to determine percent concentration of Calcium Chloride or Magnesium Chloride by Atomic Absorption. The operator should be aware that the high solids content of the samples can present special considerations when conducting the analysis.

B. Weight Per Gallon: Test Method: Specific Gravity by ASTM D 1429 Test Method A - Pycnometer at 20℃ ± 1℃

C. Corrosion Control Inhibitor Presence and Concentration: Test Method: The Materials Laboratory may use the test procedures provided by the vendor or manufacturer for testing quantitative concentrations of additives. These same tests can then be used to verify that materials being delivered are the same as those previously tested and approved in the bid process.

D. pH: Test Method: ASTM D 1293 except a dilution shall be made of 1-part chemical product to 4 parts distilled water before attempting a reading.

E. Corrosion Rate: Test Method: NACE Standard TM0169-95 (1995 Revision) as modified by PNS. This procedure is listed in the Clear Roads publication Snow and Ice Control Chemical Products Program. Publication is found at Clear Roads website clearroads.org under Qualified Products List (QPL) under Guidance Document for Material Qualified Products List, Specifications, Test Methods, and Product Purchasing (8/2024).

F. Percent Total Settleable Solids and Percent Solids Passing a 10 Sieve: Test Method: This procedure is listed in the Clear Roads publication Snow and Ice Control Chemical Product Program. Publication is found at Clear Roads website clearroads.org under Qualified Products List (QPL) under Guidance Document for Material Qualified Products List, Specifications, Test Methods, and Product Purchasing (8/2024).

G. Total Phosphorus: Test Method: Total Phosphorous as described in “Standard Methods for the Examination of Water and Wastewater”, APHA-AWWA-WPCF.

H. Total Arsenic, Barium, Cadmium, Chromium, Copper, Lead, Selenium and Zinc: Test Method: Atomic Absorption Spectrophotometry or Plasma Emission Spectroscopy as described in “Standard Methods for the Examination of Water and Wastewater”, APHA-AWWA-WPCF. Note: This will be bid as one group of tests.

I. Total Mercury: Test Method: Cold Vapor Atomic Absorption Spectrophotometry as described in “Standard Methods for the Examination of Water and Wastewater”, APHA-AWWA- WPCF.

J. Milliequivalents OR “meq”: Test Method: This is a measure of the amount of unreacted base in the product. “meq” means milliequivalents or the milligrams of acetic acid to neutralize 1 gram of unreacted base. Method for measuring unreacted base is a standard acid/base titration procedure. A fixed volume of acid (30 ml of 0.1 N HCl) is added to 1-gram sample of CMA. The excess acid is titrated with a standard base (0.1 N NaOH) to phenolphthalein endpoint, pH of 8.6.

K. Moisture Content of Solid Chemical Products: Test Method: According to ASTM E 534

L. Gradation : Test Method: Gradation shall be run according to ASTM D 632. The sample size shall be a minimum of 300 grams and be hand shaken through each sieve until the sample has been adequately processed. Caution: Care should be used when running the gradation test, as the salt is very soft and can be resized by over shaking. Salts that contain sticky organic matter inhibitors may require additional attention with a rubber policeman to ensure that the sample passes the screens correctly as the sticky inhibitors will tend to clump up smaller particles of salt and prohibit them from being analyzed correctly.

Sieve Size 5/8" 1/2” 3/8” # 4 # 8 # 16 # 50
