About this opportunity

The Utah Department of Transportation (UDOT) is seeking a contractor for an Invitation for Bid (IFB) under Solicitation #UDOT260139CN to provide and install a comprehensive right-of-way fencing system. The project requires the installation of 48,200 linear feet of Right-of-Way Fence Type G with metal posts, including 110 brace posts, 8 right-of-way gates with 10-foot openings, and 6 tortoise fence step-overs. The contract encompasses all labor, equipment, and materials necessary to complete the installation according to specified plans, standard drawings, special provisions, and standard specifications. The project has a strict timeline, with a contractor start date of February 2, 2026, and a mandatory completion deadline of April 20, 2026. Failure to meet the completion deadline will result in liquidated damages of $500 per day from April 21 through May 2, 2026, escalating to $2,500 per day beginning May 3, 2026, until project completion. The contract will be awarded to the lowest responsive and responsible bidder in accordance with the State of Utah Procurement Code and Utah Administrative Code.

The solicitation does not specify any specific set-aside designations or restrictions on responding organizations. The project includes critical environmental compliance requirements, particularly related to Desert Tortoise protection, which will necessitate a presence/absence survey prior to construction and mandatory tortoise sensitivity training for all construction staff. Bidders must coordinate with the Red Cliffs Desert Reserve at least one week before construction and confine activities to a 15-foot corridor within the UDOT right-of-way. A UDOT-provided monitor will be on-site to ensure compliance and conduct vehicle surveys, requiring contractors to coordinate their schedule with the monitor at least two weeks in advance. While specific budget details are not provided in the available documentation, the project involves complex environmental and construction specifications that will require specialized expertise in right-of-way fencing and wildlife habitat protection. Prospective bidders must demonstrate their ability to meet these technical and environmental requirements through comprehensive documentation and a detailed understanding of the project specifications.
