About this file

This Scope of Work document is issued by the Utah Department of Transportation (UDOT) Region 4 for Solicitation #UDOT260139CN and outlines the requirements for a fencing contractor to provide and install 48,200 linear feet of Right-of-Way Fence, Type G (Metal Post) with Tortoise Fence, along with 110 brace posts, 8 right-of-way gates (10-foot opening), and 6 tortoise fence step-overs. The project encompasses all labor, equipment, and materials necessary for installation according to plans, standard drawings, special provisions, and standard specifications. The tortoise fence will be buried 12 inches under natural ground level where possible, with provisions for drilling in rock areas where bedrock is encountered. The contract start date is February 2, 2026, with a completion deadline of April 20, 2026. Major materials include metal line posts, fence fabric, tension wire, fence clamps, hog rings, tortoise fence, and cobble for bedrock areas. The project does not include grading or leveling prior to installation, and all existing roads and traffic lanes must remain open throughout construction.

Environmental compliance is a critical component of this project, requiring a presence/absence survey for Mojave Desert tortoises prior to construction, mandatory tortoise sensitivity training for all construction staff, and coordination with the Red Cliffs Desert Reserve at least one week before construction begins. Construction activities are confined to a 15-foot corridor within the UDOT right-of-way, with daily waste removal and compliance with Construction General Permit requirements including Storm Water Pollution Prevention Plan (SWPPP) implementation. A UDOT-provided monitor will be on-site to ensure compliance and conduct vehicle surveys, requiring contractors to coordinate their schedule with the monitor at least two weeks in advance. The contract includes liquidated damages of $500 per day from April 21–May 2, 2026, increasing to $2,500 per day from May 3, 2026, until project completion. The contract will be awarded to the lowest responsive and responsible bidder in accordance with the State of Utah Procurement Code.

The quantity for fence posts requiring drilling is an estimated quantity. Final payment for this item will be made based on actual field quantities encountered during installation. Whether the tortoise fence is buried or folded with cobble in bedrock areas, payment will be made under the same fence items.

· All construction staff will be required to attend a Mojave Desert Tortoise Sensitivity Training prior to construction.

· Coordination of construction within and adjacent to the RCDR will be completed by contacting the Red Cliffs Desert Reserve (Cameron Rognan, 435-301-7430) at least one week prior to the beginning of construction.

· Construction staff will ensure that undersides of vehicles on the ROW are inspected for the presence of Mojave desert tortoise prior to the vehicle moving.

· If a tortoise is located at any time during construction, construction staff will follow guidance provided during the Mojave Desert Tortoise Sensitivity Training to ensure proper reporting and avoidance.
