About this opportunity

The West Virginia Department of Environmental Protection, Office of Oil and Gas is soliciting bids for well plugging, reclamation, and permitting services on seven orphaned and abandoned wells in Tyler County under ARFQ 0313 DEP2600000087, with bids due July 6, 2026 at 10:30 a.m. Eastern time. A mandatory pre-bid meeting is scheduled for June 24, 2026 at 9:00 a.m. at St. Marys High School parking area in St. Marys, West Virginia; attendance is required for bid eligibility.

The seven wells—identified by API numbers 47-095-00227, 47-095-00245, 47-095-02790, 47-095-02793, 47-095-02916, 47-095-02970, and 47-095-02972—are located in the Bens Run area along State Route 2 and Arvilla Road. Work includes permitting, well plugging operations, and wellsite reclamation for each well. Contractors must perform methane emissions testing both pre-plugging and post-plugging (minimum 60 days after monument setting); post-plugging testing failures are treated as warranty claims. Work must comply with the Endangered Species Act, State Historic Preservation Office requirements, and Nationwide Permit 33 conditions for wetland activities. For two wells (47-095-00227 and 47-095-00245) potentially within Eastern/BHE GT&S easements, Attachment B BHE GT&S guidelines must be followed.

The contract is structured as a one-year term subject to renewal upon mutual written consent, with a maximum of three successive one-year renewal periods. Contractors must submit a five percent bid bond with proposals and, upon selection, provide 100 percent performance bonds and 100 percent labor/material payment bonds. Commercial General Liability and Automobile Liability Insurance with minimum limits of $2 million per occurrence is required. The project is funded under Section 40601 of the Infrastructure Investment and Jobs Act and is subject to Davis-Bacon prevailing wage requirements, including Executive Order 13706 paid sick leave (1 hour per 30 hours worked, up to 56 hours annually) and Executive Order 13658 minimum wage of $13.65 per hour. Wage determination WV20260062 (effective May 18, 2026) applies to heavy construction work in Doddridge and Tyler counties.

Technical questions are due June 29, 2026 at 2:00 p.m. Eastern time. All bids must be submitted electronically through wvOASIS Vendor Self Service at www.wvOASIS.gov. Vendors must acknowledge receipt of all four addenda with their bids to avoid disqualification. Contact: Herminio David Robles at (304) 414-1155 or david.h.robles@wv.gov.
