About this opportunity
The Texas Military Department, procured through the Texas Department of Information Resources (DIR), is requesting proposals for design, build-out, configuration, and operational handoff of a complete Impact Level 4 Microsoft Azure enterprise environment designated TxNET, with proposals due September 24, 2026. This is a deliverables-based, firm-fixed-price contract with no separate payment for hours or materials — all vendor-internal contract oversight, project management, and quality-control costs must be incorporated into milestone pricing.
All contractor personnel must be vetted and authorized to access state and federal IL2/IL4 systems, including U.S. citizenship requirements for those handling Controlled Unclassified Information and completion of background investigations satisfying DoD Tier 3/Moderate Risk Public Trust standards. Role-based security training is mandatory.
The scope encompasses network engineering and architecture, identity and access management, cloud platform engineering, database administration, knowledge management, low-code/no-code application development, enterprise asset management, and Agentic AI readiness across four sequential implementation stages: Mobilization & Environment Baseline, Build & Implementation, Optimization & Hardening, and Transition & Handoff. The environment must support an average of 4,850 concurrent enterprise users with surge capacity to 6,700, serve as a governed interoperability bridge between state/civil (IL2) and Department of Defense (IL5) environments, and achieve IL4 Authorization to Operate status. Service Level Objectives include 99.9% monthly uptime for core enterprise services, 15-minute acknowledgment for critical security incidents, 99% backup success rates, and four-hour Recovery Time Objective for critical workloads.
Offerors may submit single-period or multi-year (Base plus Option Years) implementations with clearly delineated milestones and firm-fixed milestone prices. The illustrative timeline spans approximately nine months from mobilization through handoff, though alternative schedules may be proposed. Deliverables must include Infrastructure-as-Code repositories, comprehensive operational runbooks, automation for routine operations, and a complete transition-out package enabling seamless transfer of sustainment to TMD.
Evaluation criteria are technical solution completeness (25%), compliance and accreditation capability (20%), turn-key and minimal-management approach (15%), personnel qualifications (10%), Agentic AI readiness (10%), milestone realism (10%), past performance (5%), and price/value (5%).
