About this opportunity
Texas Department of Transportation Aviation Division is requesting sealed bids on apron expansion, detention basin, and outfall structure construction at Coulter Airfield in Bryan, Texas, with bids due August 25, 2026 at 11:00 A.M., and an optional alternative bid for haul-route construction and maintenance from Wallis Road. The nonmandatory pre-bid conference was held August 11, 2026; the deadline to submit contractor questions was August 14, 2026.
The DBE goal is zero percent with no DBE participation plan required. Bidders must be prequalified or submit qualification statements with their bid. The base bid encompasses apron expansion, detention basin, and outfall structure; the alternative bid covers temporary haul-route construction, maintenance, and removal from Wallis Road, including temporary culvert pipes, steel plates, flaggers, and temporary access gate. The scope includes dense-graded hot-mix asphalt (HMA) pavement work under detailed specifications requiring PG 64-22 asphalt binder with minimum 5.3% Job Mix Formula target content and prohibition of Reclaimed Asphalt Pavement and Processed Asphalt Shingle Material. Personnel must hold Department-approved hot-mix asphalt certifications: Level 2 for mixture design, Level 1A for plant production, Level 1B for placement testing, and Level AGG101 for aggregate testing. Place of performance is Coulter Airfield, Bryan, Texas, with contract time of 105 calendar days for either base or alternative bid if awarded.
The engineers' estimate of probable cost for the base bid is $2,421,000. Bidders must submit a bid bond or cashier's check equal to 2 percent of total bid price; successful award requires performance and payment bonds in full contract amount. Liquidated damages are assessed at $1,000 per calendar day. Conditional contract award is anticipated within 45 to 60 days of bid opening, with construction expected to commence in November 2026. All awarded bidders must electronically submit contract documents, pay requests, change orders, certified payroll, DBE/HUB reports, and insurance certificates through TxDOT's eGrants system. The project is subject to 49 CFR Part 26 (DBE), Executive Order 11246, and the Aviation Safety and Capacity Expansion Act of 1990. Three addenda have been issued; Addendum 1 addresses clerical corrections, Addendum 2 modifies HMA specifications for Item 341, and Addendum 3 documents the pre-bid conference minutes. Bidders must acknowledge all addenda on the bid form signature page.
