About this opportunity
The Tennessee Wildlife Resources Agency is requesting bids for the purchase and delivery of live pure channel catfish (no hybrids) to designated TWRA lakes across Regions 1, 2, and 3, with bids due August 13, 2026 at 1:00 PM CDT through the EDISON Supplier Portal. This is a one-year contract with no renewal options; the State retains the right to extend an additional period not to exceed 180 days under the same terms and conditions.
The scope specifies 28,500 pounds of live pure channel catfish delivered across multiple TWRA facilities. Catfish must average 0.75 to 1.5 pounds each with no more than 10 percent variance, be healthy and disease-free, and be properly tempered for transport. The contractor must produce at least 50 percent of the delivered catfish. Delivery locations include Brown's Creek Lake, Pin Oak Lake, Lake Halford, Herb Parsons Lake, Acorn Lake, and Fall Creek Falls Lake, with quantities ranging from 1,000 to 7,000 pounds per location. All deliveries must be made to TWRA Headquarters, Building 5107, Edmondson Pike, Ellington Agricultural Center, Nashville, Tennessee 37211 by August 18, 2026. Contractors must provide notification three business days before delivery and complete off-loading using their own equipment with fish ready within 14 days and delivery completed within 30 days of purchase order receipt. Deliveries are accepted Monday through Saturday, 8:00 AM to 5:00 PM local time.
Bidders must submit separate unit pricing for each line item on an F.O.B. destination basis, with all delivery charges including transportation via adequately equipped hauling tanks with oxygen and aeration included in the bid price. The State reserves the right to inspect all fish prior to off-loading and will deny payment for dead, diseased, or non-target species, requiring replacement or full monetary deduction. No purchase amount is guaranteed due to potential budgetary restraints. Bidders must provide proof of Tennessee sales and use tax registration or tax exemption documentation, certify Iran Divestment Act compliance, confirm non-foreign-adversary status, and disclose any debarment, suspension, criminal convictions, civil judgments, indictments, or contract terminations within the past three years. Written questions are due by August 5, 2026. Regional procurement contacts are Nathan Warden (Region 1), Chris Cole (Region 2), and Will Collier (Region 3), with Nickki Davis serving as the central procurement contact at Nickki.Davis@tn.gov or 615-781-6603.
