About this file
This is a specifications document from the Tennessee Wildlife Resources Agency (TWRA) for a one-year contract with no renewal options for the purchase and delivery of live "pure" channel catfish to Bill Dance Signature Lakes event locations. The contract requires delivery of 23,500 pounds of catfish total, split across three regions: Region 1 (15,500 pounds), Region 2 (1,000 pounds), and Region 3 (7,000 pounds). Fish must be delivered twice annually in October 2026 and April 2027 to designated lakes in Henderson, Carroll, Fayette, Dickson, and Van Buren counties. Catfish must meet specific size requirements, averaging 0.75 to 1.5 pounds each with no more than 10 percent variance, be healthy and disease-free, and be properly tempered for transport. Contractors must notify TWRA three business days before delivery, with fish ready within 14 days and delivery completed within 30 days of purchase order receipt. Deliveries are accepted Monday through Saturday, 8:00 AM to 5:00 PM local time, and must be direct stockings with contractor-provided equipment for off-loading.
Bids shall be submitted on a per-pound delivered price basis, with separate bids required for each region and the lowest bid per region selected for award. The contractor must produce at least 50 percent of the delivered catfish. All delivery charges, including transportation via adequately equipped hauling tanks with oxygen and aeration, must be included in the bid price and shipped F.O.B. Destination. TWRA reserves the right to inspect all fish prior to off-loading and will deny payment for dead, diseased, or non-target species, with replacement or full monetary deduction required. No purchase amount is guaranteed due to potential budgetary restraints. Regional contacts for coordination are provided: Nathan Warden for Region 1, Chris Cole for Region 2, and Will Collier for Region 3.
