About this opportunity

The Tennessee Wildlife Resources Agency (TWRA) is requesting bids for fish food products under ITB 32801-13992, with bids due October 15, 2026 at 2:00 p.m. CDT and questions due September 28, 2026. This is a single-award, two-year contract effective October 5, 2026, with an option to extend an additional 180 days under the same terms.

The scope comprises approximately 515,727 pounds of manufacturer off-the-shelf commercial fish feed across five product categories: fry feed (mash and granules in sizes 0.2–1.0 mm), slow-sinking extruded pellets (1.2–6.0 mm), slow-sinking pigmented extruded pellets, slow-sinking broodstock extruded pellets (4.0–6.0 mm), and floating extruded pellets (2.5–5.5 mm). Fish feed must be packaged in moisture-resistant bags of either 44 or 50 pounds and milled no more than 180 days prior to delivery. Specifications detail guaranteed analysis requirements for protein, fat, fiber, ash, salt, and moisture content by feed type, plus vitamin, trace mineral, and fish oil standards with approved antioxidant stabilization. All deliveries are required within 30 days of purchase order receipt during regular business hours (Monday–Friday, 8:00 a.m.–4:00 p.m. CST) to nine TWRA hatcheries statewide; deliveries to Tellico State Fish Hatchery require one-hour advance notification for state employee escort through the Cherokee National Forest. All delivery charges are included in bid price (F.O.B. destination).

Pricing is submitted per-pound for each line item in U.S. dollars only. Pricing must remain firm for 365 days from contract award. Bidders must provide proof of Tennessee Department of Revenue sales and use tax registration, register on the State of Tennessee Supplier Portal prior to contract issuance, and attest to non-debarment status, absence of criminal fraud or antitrust violations within the past three years, no public contract terminations for cause or default, and compliance with the Iran Divestment Act and foreign adversary restrictions. Contaminated, moldy, or non-conforming feed incurs liquidated damages of $0.025 per pound per day if not replaced within ten business days, plus additional testing costs borne by the contractor. The agency contact is William Harmon III at 615-741-3285 or will.harmon@tn.gov.
