About this opportunity

Palm Beach County Parks and Recreation Department is requesting proposals for comprehensive turf management and maintenance services at four public golf facilities—Okeeheelee Golf Course, Park Ridge Golf Course, Osprey Point Golf Course, and John Prince Park Golf Learning Center—under RFP 26-039R/BW, with proposals due October 26, 2026 at 4:00 p.m. A mandatory pre-proposal conference and site inspections are scheduled for September 30, 2026 at 9:00 a.m. at Okeeheelee Golf Course. A minimum 5% Small Business Enterprise (SBE) participation goal applies to all contract expenses excluding County-reimbursed superintendent costs.

The scope encompasses year-round turf management, landscaping, equipment maintenance, custodial services, and lake and wetland management across four facilities totaling approximately 595 acres: Okeeheelee (27 holes, 210 acres), Park Ridge (18 holes, 145 acres), Osprey Point (27 holes, 200 acres), and John Prince Park Golf Learning Center (33 acres with 3 regulation practice holes). The contractor must provide or maintain specialized equipment, employ full-time Golf Course Superintendents certified by GCSAA Class A or equivalent at the three primary courses, and staff each facility to specified minimum levels including assistant superintendents, equipment managers, spray technicians, and irrigation technicians. The County will reimburse Golf Course Superintendent salary, benefits, and taxes at a fixed rate of $190,000 annually per course for five years with no escalation; all other labor, materials, equipment, and overhead are the contractor's responsibility. The John Prince Park learning center supervisor salary is included in the contractor's bid price. The County supplies annual plantings and replacement materials at no contractor markup and covers irrigation delivery pump repair and replacement costs; contractors must perform preventative pump maintenance twice annually and replace vegetation damaged by their operations.

The contract term is five years, commencing December 1, 2026 and ending November 30, 2031. Evaluation criteria are experience and qualifications (25 points), key personnel and operations (20 points), price proposal (25 points), SBE participation (15 points), financial plan (10 points), and business location/local preference (5 points). The Selection Committee meets November 10, 2026; Notice of Intent to Award is posted November 12, 2026; and the Board of County Commissioners award date is December 1, 2026. Amendment No. 1 was posted October 21, 2026.
