About this file

This is Amendment No. 1 to Request for Proposal No. 26-039R/BW issued by the Palm Beach County Purchasing Department dated October 21, 2026. The amendment addresses turf management services for four golf facilities: Okeeheelee Golf Course, Park Ridge Golf Course, Osprey Point Golf Course, and John Prince Park Golf Learning Center. The RFP requires contractors to provide comprehensive turf management services including golf course superintendent positions at three facilities, maintenance supervision at the learning center, landscaping and clubhouse maintenance, lake and pond management, irrigation system maintenance, and pest control. The proposal submission deadline is October 26, 2026, and the contract term is five years with no renewal options mentioned.

The amendment clarifies several pricing and operational components. The County will reimburse Golf Course Superintendent salary, benefits, and taxes at a fixed rate of $190,000 annually per course for each of the five contract years with no escalation provisions, excluding this amount from the overall contract price. The John Prince Park Golf Learning Center maintenance supervisor's salary and benefits are included in the contractor's bid price rather than reimbursed directly by the County. Contractors must achieve a minimum five percent Small Business Enterprise (SBE) participation goal, calculated on all contract expenses including labor and management fees but excluding the County-reimbursed superintendent costs. The amendment confirms contractor responsibility for preventative pump maintenance twice annually, with the County covering repair and replacement costs for irrigation delivery pumps. Annual plantings and replacement materials are at the County's expense with no contractor markup, while contractors must replace any vegetation damaged by their operations.

AMENDMENT No. 1

DATED: October 21, 2026

Palm Beach County Purchasing Department

50 South Military Trail, Suite 110, West Palm Beach, FL 33415

RFP No. 26-039R/BW

Title: Turf Management for Okeeheelee Golf Course, Park Ridge Golf Course, Osprey Point Golf Course, and John Prince Park Golf Learning Center.

Request for Submittal Due Date: October 26, 2026

This Amendment is issued to provide additional information, and clarification to the RFP document:

A. Questions received from Troon Golf, LLC and the County’s responses:

Q1. Section 4.3(2)(g) requires the Contractor to retain a full-time on-site Golf Course

Superintendent at each of Okeeheelee Golf Course, Park Ridge Golf Course, and Osprey Point Golf Course, and states that the amount for salary, benefits and taxes paid directly by the County "will not exceed $190,000 annually." Please confirm that the $190,000 annual cap applies separately to each Golf Course Superintendent (i.e., per course), rather than as an aggregate cap across all three courses.

A.1. The amount of $190,000 is applied at each golf course separately for their superintendent. It is not an aggregate total for all 3 golf courses.

Q2. Please confirm whether the $190,000 annual cap on Golf Course Superintendent salary, benefits and taxes remains flat for each of the five (5) contract years, or whether the County will apply an annual escalation (e.g., 3% per annum) to the cap over the term of the contract.

A.2. The $190,000 is a fixed amount each year for each of the five (5) years. There will be no annual escalation by the County.

Q3. Section 4.3(2)(l) requires a full-time on-site golf maintenance supervisor (rather than a Golf Course Superintendent) at John Prince Park Golf Learning Center.

However, Appendix A, Item #4 (John Prince Park Golf Learning Center) includes a "Proposed Benefits Percentage for Golf Course Superintendent" line item.

Please clarify whether the County will directly reimburse the salary, benefits and

AMENDMENT No. 1 to taxes of the John Prince maintenance supervisor in the same manner described in Section 4.3(2)(g), and whether the $190,000 annual cap applies to that position.

A.3. The salary and benefits paid to the John Prince Golf Learning Center on-site golf maintenance supervisor will be included in the bidders price proposal page along with all other costs being bid. The on-site golf maintenance supervisor at John Prince Golf Learning Center is not paid directly by the County.

Q.4 Exhibit C establishes a minimum mandatory SBE subcontracting participation goal of five percent (5%) "of the total estimated dollar value of the contract." Please confirm the base against which the 5% is calculated — specifically: (a) whether the base is the proposer's total offer price as shown on Appendix A, and whether it includes or excludes the County-reimbursed Golf Course Superintendent salary, benefits and taxes described in Section 4.3(2)(g) (which are stated to not be part of the overall contract price on the pricing pages); and (b) whether the 5% applies to the total contract value or only to operating expenses (i.e., the contract value less labor costs and management fees).

A.4. The County-reimbursed Golf Course Superintendent salary, benefits and taxes described in Section 4.3(2)(g) is excluded from the contract price. The 5% SBE participation shall be applied to all other contract expenses including labor & management fees.

Q.5: Section 4.3(6)(i) ("Lakes – All surface water areas on and within the perimeter of the facility") requires weed, debris and algae control, mowed water edges, culvert maintenance for water level control, mowing of water hazard perimeters, and water testing/monitoring. Please confirm the Contractor is fully responsible for pond and lake maintenance as described at all four facilities, and advise whether any surface water areas are excluded from the Contractor's responsibility.

A.5. Contractor is responsible for all pond and lake maintenance within the perimeter of the facility. There are no exclusions.

Q.6: Please confirm the division of pump station responsibilities: (a) the Contractor is responsible for preventative servicing and maintenance of irrigation pumps, recharge wells and related equipment (minimum twice per year, with service reports to the County); (b) repair or replacement of pumps for delivery of irrigation water is at the County's expense, with the Contractor notifying the Golf Course Manager of recommended repairs and coordinating with the County's Pump Station Contractor; and (c) the interceptor wells on the east property boundary at Park Ridge Golf Course are excluded from the Contractor's preventative maintenance responsibility.

A.6. Yes, all 3 items (a, b, and c) are correct. Contractor is responsible for preventative servicing and maintenance of irrigation pumps, recharge wells and related equipment (minimum twice per year, with service reports to the County). Repair or replacement of pumps for delivery of irrigation water is at the County’s expense. The interceptor wells on the east property boundary at Park Ridge Golf Course are excluded from the Contractor’s preventative maintenance responsibility.

Q7. Please confirm the Contractor is responsible for clubhouse, parking lot and entranceway landscaping and maintenance at each facility in accordance with the "Landscaped Areas and Clubhouse Lawns" standards (including pruning, mulching, annual plantings, fertilizing, pest control and irrigation of landscape areas). Please further confirm that annual plantings and replacement plant materials are at the County's expense (invoiced at the Contractor's cost without markup), while any trees, grasses or shrubs damaged by the Contractor are replaced at the Contractor's expense.

A7. Yes it is confirmed the Contractor is responsible for clubhouse, parking lot and entranceway landscaping and maintenance at each facility. It is also confirmed that annual plantings and replacement plant materials are at the County’s expense, (no markup), while any trees, grasses or shrubs damaged by the Contractor are replaced at the Contractor’s expense.

Q8. Section 4.3(2)(g) states that "The Superintendent salary is NOT a part of the overall price of the contract on the pricing page," and that the County will reimburse the Contractor directly for the salary paid to the Golf Course Superintendent plus a benefits and taxes percentage, with the Contractor adding only the benefit and taxes percentage on the Proposed Pricing Worksheet (Appendix A). Please confirm that proposers should exclude all Golf Course Superintendent salary, benefits and tax costs from the monthly turf management pricing on Appendix A, and include only the "Proposed Benefits Percentage for Golf Course Superintendent" on each course's price page.

A8. Yes, proposers should exclude all Golf Course Superintendent salary, benefits and tax costs from the monthly turf management pricing. Only the Proposed Benefits Percentage for the Golf Course Superintendent should be included on each course’s price page.

B. Questions received from Golf Maintenance Solutions and the County’s responses:

Q.1. Regarding Section 2.10 Small Business Enterprise (SBE) / SBD Requirements of

RFP NO. 26-039R/BW. In order to fulfill requirements in this section, we need to have 5% of our total bid listed with a registered OSBD vendor.

A.1. To fulfill the 5% SBE participation, a certified Palm Beach County SBE must be included in your proposal.

All changes addressed in this Amendment No. 1 shall be incorporated into RFP No. 26- 039R/BW and the final contract. All other terms and conditions of the RFP remain the same and unchanged.

NOTE: Please acknowledge receipt of this Amendment No. 1 by signing below and returning this page with your Proposal Response. Each Amendment to the RFP shall be signed by an authorized agent and submitted with the proposal or the proposal shall be deemed non-responsive.
