About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, Division of Waste Management, is issuing a Request for Bid (RFB 758 2500000500) on behalf of Elliott County to establish a Master Agreement for truck bed slides, truck storage systems, and mounting brackets. The solicitation seeks bids for five truck bed slides (DECKED CargoGlide or approved equal) with 1,000 lb. minimum payload capacity and either 100% extension without storage systems or 75% minimum extension with storage systems, five truck bed storage systems (DECKED brand or approved equal) with 1,000 lb. payload capacity and weatherproof, lockable compartments, and five mounting bracket kits compatible with Ford, Chevrolet, and Dodge trucks with 5'6" or 6'6" bed lengths. All labor and installation costs must be included in bid pricing, with installation required at the vendor's facility located within one and a half hours of Frankfort, Kentucky. The initial contract period runs one year from the date of award with four optional one-year renewal periods available by mutual written agreement. Vendors' written questions were due February 27, 2025, at 10:00 AM ET, with bid closing on March 6, 2025, at 1:30 PM ET through electronic submission in the Kentucky eProcurement System. Award will be determined using a best value ranking approach allocating 90 points to pricing (with the lowest bidder receiving maximum points) and 10 points to delivery time in working days (with the lowest delivery time receiving maximum points), with a one percent daily deduction for each day delivery is missed. All pricing must remain firm for a minimum of 60 calendar days after the bid due date and be submitted on an F.O.B. Destination Freight Prepaid and Allowed basis, exclusive of federal excise tax and Kentucky sales or use tax.

Kentucky resident bidders are eligible for reciprocal preference under KRS 45A.490-494 and 200 KAR 5:410, with qualified bidders receiving enhanced consideration including Kentucky Correctional Industries (20 percent preference), Kentucky Industries for the Blind (15 percent preference), and qualified nonprofit agencies for individuals with severe disabilities (15 percent preference). All bidders must be registered in the Commonwealth eProcurement System and Kentucky Vendor Self Service System prior to bid submission, with registration requiring 24 to 48 hours to complete. Prior to award, vendors must submit a Certificate of Insurance with general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability insurance of $1,000,000 combined single limit if applicable, a completed Annual Affidavit for Bidders Offerors and Contractors, tax registration documentation (Revenue Form 10A100), and EEO forms if applicable. Resident bidders must additionally attest that they are authorized to transact business in Kentucky and have maintained Kentucky corporate income tax filings, unemployment insurance fund payments, and workers' compensation policies for one year prior to and through the contract advertisement date. Bidders proposing alternate brands or specifications must submit descriptive literature with their bids to verify product equality, with insufficient documentation potentially resulting in non-responsive bid determinations. No specific budget range or award value is disclosed in the solicitation documents; the Commonwealth reserves the right to cancel the RFB if all responses exceed available funding. For additional information, bidders should contact Evelyn Osborne at 502-564-0552.
