About this opportunity

The Texas Workforce Commission is requesting proposals for turn-key construction services to build eight offices in Suite 242T of the Trinity Building in Austin under RFP 3202700028, with responses due November 6, 2026 at 10:00 a.m. Central Time. A VetHUB Subcontracting Plan with an 8.23% goal for veteran-owned subcontractors is mandatory; proposals lacking a completed VetHUB form will be rejected without technical evaluation. Prevailing wages for Travis County apply to all work performed during standard business hours (7:00 a.m. to 5:00 p.m., Monday through Friday), with weekend or holiday work requiring forty-eight-hour advance notice and TWC approval.

The scope encompasses partial demolition and remodeling of interior space to support the Childcare and Early Learning division, including reconfiguration of three doors and three interior wall sections, raising small sections of walls to enclose an additional office, ADA Title II compliance updates, fire exit compliance modifications, and coordinated HVAC, electrical, and lighting system modifications. Detailed architectural specifications address wall framing materials, door and frame finishes, paint systems with zero-VOC requirements, carpet, ceiling tiles, electrical receptacle and switch placement, and mechanical systems balancing and sensor programming.

The contract term runs for ninety calendar days from Notice to Proceed until Substantial Completion, plus ninety additional days for administrative closing. Pricing is firm and fixed with no adjustments; respondents must submit cost using Form 2, which includes a pre-populated Owner's Allowance contingency reserved for TWC's sole use via formal change orders. Evaluation weights are cost (40 points), past performance and qualifications based on three similar projects (45 points), and project milestone schedule (15 points). Contractors must maintain performance bonds, 5 percent retainage from progress payments, and comprehensive insurance including $1 million commercial general liability, workers' compensation meeting Texas statutory requirements with waiver of subrogation, builder's risk insurance equal to 100 percent of contract sum, and umbrella liability equal to the awarded contract sum. Liquidated damages are $300 per day for non-compliance.

A pre-solicitation conference is scheduled for October 5, 2026 at 10:00 a.m.; site visits are available September 23 through October 7. Contract award is expected in January 2027.
