About this opportunity

Treutlen County Board of Education in Georgia is seeking sealed bids for a comprehensive HVAC replacement project at Treutlen County Elementary and Middle/High School located in Soperton, Georgia. The procurement encompasses the complete replacement of heating, ventilation, and air conditioning systems for Building 5010, including the installation of over 70 wall-mounted heat pump units, multiple split-system and indoor/outdoor heat pump units, six energy recovery units, air handling units, bipolar ionization air purification systems, metal ductwork, DDC control system integration with temperature, humidity, and CO2 monitoring capabilities, and associated mechanical and electrical components distributed across eight building wings and various specialized spaces such as classrooms, cafeterias, kitchens, and gymnasiums. The project requires bidders to demonstrate financial stability with a Current Ratio of 1.0 or higher, a Workers' Compensation Experience Modification Rate averaging no more than 1.2 over the past three years, satisfactory contract performance history, debarment status verification, and demonstrated capability on similar projects. Sealed bids must be physically submitted to the Treutlen County Board of Education Conference Room at 4313 West Main Street, Soperton, Georgia by 2:00 p.m. on Friday, May 8, 2026, with public opening and announcement of bids immediately following. A mandatory pre-bid meeting is required on April 24, 2026 at 2:00 p.m. at the project site, with sign-in required for bid eligibility. Bidding documents are available through Clayton Digital Reprographics in Statesboro, Georgia or electronically via the Georgia Procurement Website. The contract will be awarded on a lump-sum basis to the responsive and responsible bidder with the lowest bid within budget, governed under AIA Document A104-2017.

The procurement documents do not specify any set-aside designations or restrictions limiting participation to particular categories of organizations or disadvantaged enterprises. Bidders must provide a bid bond along with both performance and payment bonds, each equal to 100 percent of the Contract Sum prior to contract execution, and bids may not be withdrawn for thirty-five days after the bid opening. Construction documents specify preferred vendors for certain additive alternates, including Carrier i-Vu for HVAC controls, Bard for wall-hung heat pumps, and Greenheck for air-to-air energy recovery units, with no annual licensing fees anticipated for the control system. All work must comply with applicable Georgia codes and ASHRAE standards. The specific budget range or award value is not disclosed in the procurement documents; however, the Owner reserves the right to reject all bids if they exceed the established budget and may negotiate with the lowest responsive and responsible bidder to bring the project within budget through project modifications if necessary. Technical support for bidders is available from Kevin Palmer at DPR Architecture at 912-764-6288 or kevin@dprarch.com.
