About this opportunity
The City of Schertz, Texas is soliciting proposals for tree and brush removal services across two separate work locations under RFP 2026-010, with proposals due October 2, 2026 at 3:00 p.m. through the City's e-procurement portal. Vendors may submit for one or both projects, and awards may go to multiple contractors based on best value determination.
Project 1 involves tree removal within the Cibolo Creek area near Aviation Boulevard. Project 2 requires vegetation removal along the Union Pacific Railroad corridor (Glidden Subdivision) between Mile Post 191.5 and Mile Post 193.2 adjacent to FM78. Both projects must be completed within 45 days of receiving separate notices to proceed.
For Project 2, contractors must comply with Union Pacific Railroad requirements, including a $2,000 non-refundable Right of Entry fee; procurement of Railroad Protective Liability Insurance naming the railroad as additional insured; and minimum insurance limits of $5 million commercial general liability and $2 million railroad protective liability per occurrence. Contractors must provide ten days' advance notice before commencing work and 24-hour notice for work within 25 feet of railroad tracks, with flagging services at contractor expense.
All proposals must include a signed Execution of Offer, completed Texas Form 1295 Certificate of Interested Parties, current certificate of insurance, and references from at least three clients served within the past five years. Pricing must be all-inclusive of labor, equipment, debris removal, insurance, taxes, overhead, and profit. The City offers Net 30 payment terms.
Evaluation criteria are proposer qualifications and reputation (30%), quality of proposed services and quality assurance plan (30%), cost (30%), and proposal responsiveness (10%). An optional pre-submittal meeting was held September 22, 2026 via Microsoft Teams. The deadline for submitting questions was September 25, 2026 at 5:00 p.m. Addendum 1 postponed the original October 1 deadline to October 2 due to a planned e-procurement portal server update. Acknowledgment of Addendum 1 must accompany each proposal. The City reserves the right to hold proposals for 90 days without acting.
