About this opportunity
Tualatin Valley Water District is soliciting Statements of Qualifications for on-call professional services in treatment, pumping, and transmission system support for the Willamette Water Supply System (WWSS), with an optional pre-proposal conference on October 29, 2026 and SOQs due November 19, 2026. The District, acting as Managing Agency for the WWSS, issued this as a Request for Statements of Qualifications.
Consultants would provide advisory, as-needed technical support during WWSS startup and early operations, focusing on troubleshooting, operational support, and system performance. Services complement existing staff expertise without directing facility operations. The solicitation covers two categories, Treatment and Pumping Support and Transmission System Support. Proposers may submit for one or both, and evaluation occurs separately for each. Work is authorized through individual Task Orders. Oregon PE registration is not required for award but is necessary for Task Orders involving engineering practice as defined by Oregon law. Professional liability limits may drop to $500,000 per claim and $1,000,000 aggregate for advisory-only work without engineering analysis, at the District's discretion. Required insurance includes $1,000,000 per occurrence and $2,000,000 general aggregate commercial general liability, $1,000,000 combined single limit commercial automobile liability, $1,000,000 per claim and $2,000,000 aggregate professional liability, and $1,000,000 umbrella/excess liability. All work products become District property.
The District anticipates awarding up to three Umbrella Contracts per category and reserves the right to award more or fewer. Each carries an initial two-year term with up to three one-year renewal options. The District anticipates total services will not exceed $250,000 for any individual Umbrella Contract. Task Order compensation is negotiated separately and cannot exceed the amount specified in each Task Order, and labor rates adjust annually under the West Region Consumer Price Index. Listed jurisdictions are Washington County and Barlow City, Oregon.
Evaluation scores relevant experience (50 points), team and response approach (40 points), and cover letter and conformance (10 points), with additional points for references (10 points) and interviews, if conducted (20 points), for a total possible score of 100 points.
The optional pre-proposal conference takes place October 29, 2026 at 2:00 p.m. PT, in person at District Headquarters (1850 SW 170th Avenue, Beaverton, OR 97003) or virtually via Microsoft Teams. SOQs must be submitted electronically through Bid Locker by 2:00 p.m. PT on November 19, 2026. The District expects to issue its Notice of Intent to Award on December 15, 2026.
