Summary
This Request for Statements of Qualifications (RSOQ) is issued by Tualatin Valley Water District as the Managing Agency for the Willamette Water Supply System (WWSS) to procure on-call professional services in two categories: Treatment and Pumping Support, and Transmission System Support. The District seeks qualified consultants to provide advisory, as-needed technical support during the startup and early operations of the WWSS, with services focused on troubleshooting, operational support, and system performance to complement existing staff expertise without directing facility operations. The District anticipates awarding up to three Umbrella Contracts per category, though it reserves the right to award more or fewer based on qualifications and anticipated operational needs. The optional pre-proposal conference is scheduled for October 29, 2026, at 2:00 p.m. PT, with in-person attendance at District Headquarters (1850 SW 170th Avenue, Beaverton, OR 97003) or virtual participation via Microsoft Teams. SOQs must be submitted electronically via Bid Locker by 2:00 p.m. PT on Thursday, November 19, 2026. The Notice of Intent to Award is expected December 15, 2026. Umbrella Contracts will have an initial two-year term with up to three one-year renewal options, with work authorized through individual Task Orders as needed.
Compensation under each Task Order shall be negotiated separately and will not exceed the amount specified in that Task Order; labor rates are subject to annual adjustment according to the West Region Consumer Price Index. The District anticipates total services will not exceed $250,000 for any individual Umbrella Contract. Consultant insurance requirements include commercial general liability of $1,000,000 per occurrence with $2,000,000 general aggregate, commercial automobile liability of $1,000,000 combined single limit, professional liability of $1,000,000 per claim and $2,000,000 aggregate, and umbrella/excess liability of $1,000,000 per occurrence and aggregate. Professional liability limits may be reduced to $500,000 per claim and $1,000,000 aggregate for advisory-only work without engineering analysis, at the District's discretion. Oregon PE registration is not required for award but will be necessary for Task Orders involving engineering practice as defined by Oregon law. All work products are the exclusive property of the District. Proposers may submit for one or both categories of service, and evaluation will be conducted separately for each category, with scoring based on relevant experience (50 points), team and response approach (40 points), cover letter and conformance (10 points), with additional points available for references (10 points) and interviews if conducted (20 points), for a total possible score of 100 points.

1. Advertisement Tualatin Valley Water District (District), as the Managing Agency and on behalf of the Willamette Water Supply System (WWSS) invites qualified professional firms to submit a statement of qualifications (SOQ) to provide On-Call Professional Services to the District. All SOQs must be submitted to Janet Fleshman, Procurement Specialist, by 2:00 p.m. on Thursday, November 19, 2026 (Deadline) to https://bidlocker.us/details/6581_Treatment_Pumping_Transmission_Rsoq (Bid Locker). District requires on-call professional services to provide advisory, as-needed technical water treatment, pumping, and transmission system support during startup and early operations of the WWSS. Services will focus on troubleshooting, operational support, and system performance. Proposers should not expect to actually operate any facilities. Rather, their services would provide guidance to the District and WWSS operations staff, providing timely access to specialized expertise to assist with operational decision-making.
Proposers may submit an SOQ for one or both categories of service: (1) Treatment and Pumping Support and (2) Transmission System Support. The District anticipates awarding three Umbrella Contracts to qualified consultants in each category, but reserves the right to award more or fewer at its sole discretion. Award of an Umbrella Contract does not guarantee work.
Technical information included with the RSOQ documents contains sensitive system information and requires a two-part registration and approval process. Interested parties are encouraged to initiate this process prior to the pre-proposal conference to ensure timely access to the RSOQ documents.
To access the RSOQ documents, interested parties must first register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. Registration with Bid Locker requires uploading of a correctly completed Confidentiality Agreement, which is available through the registration process.
Interested parties must request the solicitation documents on Bid Locker and sign an RSOQ-specific Non-Disclosure Agreement (NDA) specific to the RSOQ, which may be requested by emailing bidsandproposals@tvwd.org.
RSOQ documents may also be obtained in electronic or hard copy format by contacting Megan Verdoorn at Plan Center Northwest, PO Box 2486, Clackamas, OR 97015, 503.650.0148, megan@plancenternw.com, www.plancenternw.com upon signature of the NDA. If a potential proposer obtains the RSOQ from Plan Center Northwest, the proposer is still responsible for registering with Bid Locker to submit their SOQ. Proposers are advised to ensure that their Bid Locker District vendor profile is active and approved a minimum of three business days prior to the SOQ Deadline to prevent any issues with submitting and SOQ on time.
Proposers will be notified via email when addenda are published. It is the Proposer's responsibility to obtain all addenda. If the RSOQ was downloaded from Bid Locker, there will be a link for addenda provided in the automated email.
The District strongly encourages potential Proposers to attend the optional pre-SOQ conference scheduled for October 29, 2026, at 2:00 p.m. Pacific Time (PT). 3. District Background and Categories of Service
1. Introduction and Background
1.1. The District is a domestic water supply district authorized by Oregon Revised Statutes, Chapter
264. The District is governed by a five-member Board of Commissioners elected at-large by residents within its service boundaries. Headquartered at 1850 SW 170th Avenue in Beaverton, the District serves the east side of unincorporated Washington County and portions of the cities of Beaverton, Hillsboro, and Tigard.
1.2. The District is the Managing Agency for additional entities established through intergovernmental agreements, including the Willamette Water Supply System Commission (WWSS). As the Managing Agency, the District may procure and contract on behalf of each entity. The WWSS is eligible to use professional services procured under this RSOQ.
1.3. The District seeks support in two categories of service: (1) Treatment and Pumping Support and
(2) Transmission System Support.
1.4. This RSOQ constitutes a qualifications-based selection process to award multiple Umbrella Contracts. Services will be assigned on a Task Order basis to provide timely, as-needed technical support, including troubleshooting and operational advice under a range of operating conditions.
1.5. Services are intended to support operational decision-making and to complement the expertise of Water Treatment and Transmission Operations staff. Limited technical evaluations may be requested when directly related to operational troubleshooting or system performance support.
Consultants will provide recommendations only and will not direct operations.
1.6. This on-call framework is intended to enhance responsiveness, provide access to specialized expertise, and support stable, reliable system performance and high-quality finished water delivery, while maintaining compliance with Oregon public contracting requirements and the District’s Local Contract Review Board (LCRB) Rules.
1.7. Consultants may be selected individually for task-specific expertise; Proposers do not need to assemble one comprehensive team covering every listed support area.
1.8. Work under the resulting Umbrella Contracts will be authorized through Task Orders issued by the District in accordance with the District’s LCRB Rules and the terms of the resulting Umbrella Contract(s). Each Task Order will define the scope of services, schedule, level of effort, and compensation for a specific assignment. Task Orders may vary significantly in size and complexity, ranging from rapid-response support to more defined technical evaluations.
1.9. As of the date of advertisement of this RSOQ, under the District’s LCRB Rules, the District may directly award a Task Order up to $500,000 to a Consultant awarded an Umbrella Contract in the applicable category of service through this qualifications-based selection process. For work over $500,000 but under $750,000, the District may use an additional request for informal proposals (RFIP) process between two or more Consultants awarded an Umbrella Contract from this RSOQ. These thresholds are subject to the LCRB Rules and any revisions at the time of a Task Order award or amendment. District does not anticipate the total services to exceed a total of $250,000 for any individual Umbrella Contract.
Treatment, Pumping, and Transmission On-Call Professional Services District Background and Categories of Service Solicitation No. TVWD RSOQ 2027-003 Page 6 of 45
1.10. The Categories of Service described define the types of work that may be assigned through Task Orders under the resulting Umbrella Contracts. Proposers may submit qualifications for one or both categories of service. The District intends to establish an award of an Umbrella Contract to qualified consultants in each category and may award Umbrella Contracts to multiple Proposers, at its sole discretion, based on qualifications and anticipated operational needs.
1.11. Award of an Umbrella Contract does not guarantee that a Consultant will be awarded work under a Task Order. The District may, at its sole discretion, use other procurement methods, including issuing separate project-specific solicitations when expanded competition, alternative delivery methods, or specialized expertise is desired; when an on-call Consultant declines an assignment; or when the anticipated Task Order value exceeds the threshold established by the District’s Local Contract Review Board (LCRB) Rules.

Each scored criterion will be evaluated using the following general rating scale. Evaluators will consider the quality, relevance, and clarity of the information provided, rather than the volume of content.
8. Interviews. The District may conduct interviews with one or more Proposers, if deemed necessary by the Selection Committee to support the evaluation and selection process. The District reserves the right to make its selection based solely on the written SOQs and is not required to conduct interviews.
9. Negotiations
9.1. The District reserves the right to reject exceptions to the requirements or requests for waivers to the contract form and to negotiate terms requested if submitted with the Proposer’s RSOQ. Any requested exceptions must be clearly identified in the SOQ. Exemptions requesting a complete replacement of the Sample Umbrella Contract in Exhibit C will not be considered.
9.2. District may enter into contract negotiations with the highest-ranked Proposer(s) (Consultant). If negotiations are unsuccessful, the District may terminate the negotiations and proceed to the next highest-ranked Proposer.
9.3. Award and execution of an Umbrella Contract is not a guarantee of work. If the District requires on-call work through an Umbrella Contract, the District will negotiate a Task Order to define the scope, schedule, duration, District and Consultant representatives, rates, and not-to-exceed amount. The Consultant must have all required licenses, certifications and insurance needed to perform the work under a proposed Task Order. Any changes to a Task Order proposal will be made before executing the Task Order and will become part of the final Task Order.
9.4. The District is in no way obligated to assign work for the categories of service identified in this RSOQ, or for additional capabilities under a Task Order. This RSOQ does not limit the District’s right to procure similar services through other contracting methods when determined to be in the District’s or the public’s best interest.
10. Notice of Intent to Award. Upon completion of the evaluation process, the District will issue public notice through Bid Locker with the results of the evaluation process, including the names of successful Proposers in each category of service.

11. Contract Award. District will award Umbrella Contracts to the highest-scoring Proposers. The District will determine the number of contracts to award within each category. The District will determine the number based on what is in the best interest of the District and sufficient to cover the anticipated amount of work. The Umbrella Contract awards will be subject to the approval of the District’s Chief Executive Officer. Award of Task Orders is subject to the requirements of the District’s LCRB rules, budgetary constraints, and appropriate approvals.
12. If no responsive SOQ is received in a Category of Service, or if the District determines that the SOQs received in a Category do not provide adequate coverage of the District's anticipated needs, the District may re-advertise, extend the Deadline, or proceed under the LCRB Rules.
8. Administrative Requirements
1. Communication Procedures
1.1. Solicitation process questions must be directed to the District’s Procurement Representative listed in Section 0. Questions may include clarification of documentation, errors, or protests as outlined in the Protest section. Questions may not include the status of SOQs, offers to provide additional information or detail, or post-Deadline inquiries as to the award status. Information on whether the District will conduct interviews and the notice of award will be posted to Bid Locker as soon as it is approved and available.
1.2. The requirements of this section are intended to ensure the fair and equal treatment of all Proposers. Until the District issues its Notice of Intent to Award, Proposers are prohibited from contacting the District, the City of Hillsboro, partners of the Willamette Water Supply System.
their Boards or their employees for marketing or solicitation purposes related to this solicitation.
Disregard of the requirements of this section may result in the disqualification of the Proposer.
2. Interpretations and Addenda
2.1. District may modify the RSOQ at any time prior to completing all of the steps in the procurement process, by issuing a written Addendum to all Proposers who are participating in the process at the time the Addendum is issued. Addenda will be numbered consecutively. Changes to the RSOQ will only be made by Addendum. All corrections, clarifications, or substitutions made by District in writing shall be final and binding on the successful Consultant(s).
2.2. Proposers are responsible for obtaining any Addenda from Bid Locker.
2.3. If necessary, interpretations or clarifications in response to questions will be issued by Addenda to all parties recorded as having received the solicitation documents. All questions regarding the categories of service should be addressed to the District Representative by the date specified in Section 0. Questions received past the question deadline may not be answered unless District determines, in its sole discretion, that it is in the public interest to do so. Oral and other interpretations or clarifications will be without legal effect.
3. SOQ Withdrawal. Any SOQ may be withdrawn at any time before the SOQ Deadline, by withdrawal of the SOQ from Bid Locker. Withdrawal of an SOQ will not prejudice the right of the Proposer to file a new SOQ.
4. Ownership of Documents/Inspection of Proposals/Proprietary Information
Solicitation No. TVWD RSOQ 2027-003 Page 16 of 45
4.1. Any material submitted by a Proposer becomes the property of the District. Subject to the provisions of the Oregon Public Records Law, all SOQs received will be available for public inspection after the Notice of Intent to award has been issued. Copies of material from or review of the SOQs may be obtained from the District by submitting a Public Records Request form (available at https://www.tvwd.org/district/page/public-records-and-meeting-law) and paying the appropriate charges pursuant to the District’s Rates and Charges in effect at the time of the request. Prepayment is required for all copies requested to be mailed.
4.2. Following the District’s issuance of its Notice of Intent to Award, responses to this RSOQ are subject to release as public information unless the response or specific information contained therein is identified as exempt from public disclosure. Proposer is advised to consult with legal counsel regarding disclosure issues.
4.3. If a Proposer believes that any portion of its SOQ contains any information that is considered a trade secret or otherwise is exempt from disclosure under Oregon Public Records Law, the Proposer must include the following on each page containing such information:
“This data is exempt from disclosure under Oregon Public Records Law pursuant to ORS 192, and is not to be disclosed except in accordance with the Oregon Public Records Law, ORS 192.410 through 192.505.”
4.4. Identifying the SOQ, in whole, as exempt from disclosure is not acceptable. Proposer is cautioned that cost information submitted in response to a solicitation is generally not considered a trade secret under Oregon Public Records Law. By signing the Certification Form as part of an offer, the Proposer is certifying that any data that is considered a trade secret or confidential information and should be exempt from disclosure has been designated as described in Section 8.4.3.
4.4.1. If the District receives a public record request and any portion of the SOQ is marked as confidential, the District will notify the Proposer, and the Proposer shall be responsible for taking those steps necessary to justify and defend its claim that the confidential information claimed to be exempt is, in fact, exempt from disclosure under the Oregon Public Records Law.
4.4.2. If the Proposer has marked the SOQ in whole as confidential or sections as confidential that are not exempt from disclosure, or if the Proposer does not take any action, the District will use its best judgement under the Oregon Public Records Law as to disclosure, Proposer will be responsible for the cost of determination of the actual confidential information or the SOQ will be released in full to the requestor and Proposer releases the District from any and all liability or claims regarding such release. All requests for public inspection of SOQs are subject to District’s public record request requirements. Any costs associated with the inspection shall be at the sole expense of the party making the request.
4.4.3. Undesignated data may be released to any person submitting a public record request.
5. Acceptance, Rejection or Cancellation of Award
5.1. This RSOQ does not constitute an offer to contract and does not commit the District to award a Contract to anyone, or to pay any costs incurred to prepare, submit or present SOQs. All costs of the solicitation process, contract negotiations, and related expenses are the responsibility of the Proposer.
Solicitation No. TVWD RSOQ 2027-003 Page 17 of 45
5.2. The District reserves the right to accept or reject any or all SOQs received as a result of this RSOQ and to negotiate with any qualified Proposer(s) for all or part of the requested services.
District reserves the right to waive any non-material informality or irregularity in any SOQ.
5.3. The District also reserves the right to delay, suspend or cancel all or part of this RSOQ at any time before a Contract is signed, for any reason determined by the District to be in the public interest.
5.4. Acceptance of an SOQ and award of Task Orders are subject to budget approval, appropriation or budgetary constraints.
6. Contract. The Consultants selected will be asked to enter into the Umbrella Contract attached to this RSOQ. Submission of an SOQ constitutes acceptance of the terms of the Contract, except for any terms as submitted and included with the cover letter. Do not submit a signed copy of the Contract with your SOQ. The selected Consultants may also be asked to sign a Confidentiality Agreement.
7. Protest Procedures
7.1. District’s Local Contract Review Board (LCRB) has adopted its own public contracting rules (Rules) and is not subject to the attorney general’s model public contracting rules. District’s LCRB Rules have opportunities for Proposers to protest at many points in the procurement process. This section only contains a brief summary of the deadlines for filing protests; it does not identify the conditions required to file a protest or the information required to be included in the protest. Copies of the District’s LCRB Rules containing the protest process may be obtained by contacting the District’s Procurement Representative specified in Section 0.
7.2. All protests must be delivered to the District in writing by the time indicated. The written protest must:
7.2.1. Be delivered to the District’s Procurement Representative by email.

7.2.5. State the reason or grounds for the protest, as required for the type of protest.

In addition to the requirements of Section 8.7.2, the written protest must also state the reason or grounds for the protest, including:

This is a prospective Proposer’s only opportunity to protest the provisions of the solicitation documents, except that a Proposer may protest the award as provided below. Prospective Proposers must submit a written protest to the District not less than 14 calendar days prior to the due date of the solicitation. In addition to the requirements of Section 8.7.2, the written protest must also state the reason or grounds for the protest, including:
7.4.1. The grounds that demonstrate how the procurement process is contrary to law or unnecessarily restrictive, is legally flawed or improperly specifies a brand name;
7.4.2. Evidence or documentation that supports the grounds on which the protest is based;
and
7.4.3. Relief sought.
7.4.4. State the desired changes to the procurement process or the solicitation document provisions that the prospective Proposer believes will remedy the conditions that were the basis of the protest.
7.5. Award Protest. Affected or aggrieved Proposers will also have an opportunity to protest the District’s Notice of Intent to Award, which the District will post on Bid Locker. The District’s Procurement Representative must receive the written protest within seven calendar days of the date the Notice of Intent to Award is issued. In addition to the requirements of Section 8.7.2, the written protest must also state the reason or grounds for the protest, including:
7.5.1. Why the affected or aggrieved Proposer is the lowest responsive, responsible bidder, the highest-ranked Proposer, or scored within the competitive range to move to the next phase of a multi-phase solicitation.
8. The District will not consider a Proposer’s protest if it is submitted after the established time period.
A Proposer must exhaust all administrative remedies before seeking judicial review of the District’s Proposer selection or Contract award decisions.
9. The Notice of Intent to Award will constitute a final decision of the District to award a Contract if no written protest of the award is filed.
