About this opportunity
The Texas Department of Family & Protective Services (DFPS) is issuing an Open Enrollment to seek applications from HHSC Licensed Child Placing Agencies (CPAs) to enter into contracts to provide Treatment Foster Family Care (TFFC) Residential Child Care Services for children in DFPS's managing conservatorship across various regions in Texas. DFPS has determined there is a continuing need to expand TFFC services through HHS licensed CPAs that can provide highly qualified services in a time-limited TFFC home setting for children with complex mental health and behavioral needs, utilizing evidence-based or research-supported treatment models. The contract will pay a daily rate of $277.37, with a minimum pass-through of $137.52 per day to the foster parents. Contractors must meet eligibility requirements, including being legally authorized to do business in Texas, holding a valid HHS Child Care Licensing issued license, and having at least one year of prior contracting experience with DFPS. Applicants must submit detailed information about their organization, service area, insurance, staffing, and the types of children they are able to serve, along with various supporting documentation.
DFPS will only accept applications from CPAs whose entire placement capacity is not located solely within an active Community-Based Care (CBC) catchment area. DFPS does not guarantee any minimum level of utilization or referrals, as actual utilization will vary based on the needs of DFPS, children, and budgetary allocations. The Open Enrollment period runs from July 8, 2022 to August 31, 2027, and DFPS will pay a $31.90 supplemental daily rate effective September 1, 2021 through August 31, 2023. The contract is funded in part by Title IV-E and Temporary Assistance for Needy Families (TANF) funds, and contractors must comply with the associated federal regulations.
