About this opportunity

The Massachusetts Department of Mental Health is soliciting bids for loading dock removal and installation of an asphalt driveway at the John C. Corrigan Mental Health Center in Fall River, under Trade Category TRD02, with bids due August 24, 2026 and a mandatory site visit on August 13, 2026 at 10:00 a.m. The Commonwealth's Small Business Purchasing Program (SBPP) applies — SBPP-registered participants receive award preference and shall be awarded the contract if they meet best-value criteria; non-SBPP bidders are evaluated only if no SBPP participant meets required standards. SBPP eligibility requires principal place of business in Massachusetts, at least one year in operation, 50 or fewer full-time equivalent employees (or fewer than 26,000 combined hours per quarter), and gross revenues of $15 million or less based on a three-year average.

The scope comprises complete removal and disposal of existing asphalt pavement at 49 Hillside Street, Fall River, MA 02720; subbase preparation with gravel scarification and compaction; installation of Hot Mix Asphalt in two courses (3/4-inch binder and 3/8-inch top) per MassDOT specifications; and restoration of all pavement markings (parking stalls, directional arrows, stop bars, crosswalks, handicap spaces) to ADA and MUTCD standards. A minimum one-year warranty covering defects in workmanship and materials is required, effective from final acceptance. The contractor must provide all labor, materials, equipment, supervision, permits, and traffic control while coordinating with the facility to minimize operational disruption.

Prevailing wage requirements under Massachusetts General Law Chapter 149, Section 27B apply throughout the project. The contractor must submit weekly certified payroll records documenting hours by classification, employee demographic category, and OSHA 10 certification status; the Commonwealth has established workforce participation goals of 15.3% for minorities and 6.9% for women. Apprentices must be registered with the Massachusetts Division of Apprentice Standards and carry identification cards. Prevailing wage rates vary by effective date through December 2028 and are incorporated into the contract. Contractors must submit the OSD Bid Form with pricing broken into labor and material components. Contact Nicholas Keddie, Facilities Manager, at 508.235.7238 or Nicholas.keddie2@mass.gov to confirm site-visit attendance. Bids open Monday, August 24, 2026 at 2:00 p.m.
