About this file

This document contains bidding language and eligibility requirements for the Massachusetts Small Business Purchasing Program (SBPP), established under Executive Order 523 by the Commonwealth of Massachusetts to increase state contracting opportunities with small businesses. The SBPP applies to the referenced contract opportunity for Loading Dock Removal and Installation of Asphalt Driveway (TRD02). While all businesses may submit responses to solicitations containing SBPP language, SBPP-registered participants receive award preference and shall be awarded the contract if they meet the best value criteria established in the solicitation. Non-SBPP bidders will only be evaluated if no SBPP participant meets the required best value standards.

To participate in this procurement as an SBPP participant, entities must meet specific eligibility criteria: maintain their principal place of business in Massachusetts, have been in business for at least one year, employ a combined total of 50 or fewer full-time equivalent employees across all locations or have employees work fewer than 26,000 combined hours per quarter, and report gross revenues of $15 million or less based on a three-year average. Non-profit organizations must additionally be registered with the Massachusetts Attorney General's Office, maintain current filings, and hold tax-exempt status under Section 501(c) of the Internal Revenue Code. Bidders are responsible for ensuring their SBPP status is current at submission and throughout any resulting contract term; misrepresentation of SBPP status results in disqualification, potential debarment, contract termination, and other remedial actions. Bidders and contractors seeking assistance may contact the SBPP Help Desk at sbpp@mass.gov or visit the SBPP webpage at http://www.mass.gov/sbpp.
