About this opportunity
Corpus Christi Regional Transportation Authority (CCRTA) is soliciting bids under IFB 2026-SP-21 for transportation uniforms for bus operators and supervisors, with a pre-bid conference on November 3, 2026 and an Exhibit I and question deadline of November 10, 2026. Bids are due December 1, 2026 at 3:00 p.m. CST through PlanetBids. Every proposed uniform product must receive CCRTA approval on Exhibit I before a bidder submits a bid, and the approved, signed Exhibit I must accompany the final bid, or the bid may be deemed nonresponsive.
The contract covers uniforms for approximately 80 male and 16 female bus operators, expandable to 104 operators, plus approximately 11 male and 7 female supervisors. Each new hire receives five shirts, three pairs of pants, and one lightweight jacket, with additional items available after probation. Approved products include navy blue pants, white and blue shirts, royal blue hooded jackets, vests, belts, and knit caps. The contractor must embroider the CCRTA logo, provide measurement, fitting, alterations, replacements, and repairs, and perform on-site measurement at the CCRTA Operations Facility at 5658 Bear Lane, Corpus Christi, Texas, at least annually in January. Standard sizes Small through 6XL ship within 15 calendar days, and 7XL and above within 30 calendar days. Defective garments are replaced within seven business days at contractor expense, with liquidated damages of $15 to $25 per incident. Required insurance includes $1 million commercial general liability and, if applicable, $1 million combined single limit automobile liability. Bidders must submit four references for comparable projects completed within the past five years, and CCRTA cannot be listed as a reference.
Bidders must certify compliance with Disadvantaged Business Enterprise regulations under 49 C.F.R. Part 26, federal cost principles under 2 C.F.R. Parts 200 and 1201, and non-debarment status in the System for Award Management. Attachment E requires disclosure of current contracts on hand, including status, completion dates, values, and percent complete, which CCRTA uses to assess responsibility and capacity.
The contract is a three-year firm fixed-price supply and service agreement effective April 1, 2027. Unit prices remain fixed for the full term and must include materials, labor, embroidery, packaging, shipping, and delivery. Bid prices are valid for 120 calendar days from Board approval. Performance is in Corpus Christi, Texas, in Nueces County. Award is tentatively scheduled for February 3, 2027.

All Bidders must complete the Uniform Specifications Submittal Form (Exhibit I) and submit it through the Q & A section of PlanetBids for CCRTA review and approval. This requirement applies to all Bidders, whether they are proposing uniform products that meet the IFB specifications or requesting approval of equal products. The deadline for submitting Exhibit I, questions, and requests for approved equal products is Tuesday, November 10, 2026, at 3:00 p.m. (CST). CCRTA will review the submitted forms and respond to questions and product approval requests by Tuesday, November 17, 2026.
All proposed uniform products must receive CCRTA approval before a Bidder may submit a bid. Bidders must include their approved Exhibit I with their final bid submission through PlanetBids. Approval of Exhibit I applies only to the proposed uniform products and does not constitute approval of the Bidder or a determination of bid responsiveness or bidder responsibility.
