The procurement includes three primary components: 1,200 tons of tire pickup and disposal, 300 months of enclosed trailer rental across five locations, and 5,200 tons of TDOT-delivered tires for disposal at the contractor's recycling locations. The contractor will be responsible for replacing full trailers with empty ones and recycling the tires in accordance with all applicable regulations. Responses to the Request for Proposals (RFP) or Request for Bids (RFB) are due by October 7, 2024, with a contract start date of October 7, 2024. The contract term is not explicitly stated, but the RFP indicates the state shall have 60 days to accept the winning bid.

The RFP and RFB encourage diversity business participation, and respondents must provide documentation of their sales/use tax registration and complete a diversity business participation form.
