About this opportunity

The City of Philadelphia's Capital Programs Office is soliciting proposals for transportation support services for the Rebuild Workforce Development Program, a paid training initiative for skilled trades, with proposals due July 29, 2026. This is a micro purchase with a contract value not to exceed $40,000 (adjusted annually by CPI-U from January 1, 2020, and rounded to the nearest $1,000). The award will be made as a whole or by line item, whichever is in the City's best interest, to the lowest responsive and responsible bidder; all items must be quoted for eligibility.

The scope covers transportation coordination for Rebuild participants attending training programs (averaging 15 to 25 per cohort) to job sites, union halls, construction sites, and industry tours and school visits, with particular attention to early morning start times and underserved areas including the far northeast of Philadelphia and surrounding counties. The vendor must propose a cost-per-mile fee structure with separate rates for recurring job-site transportation within specified mileage ranges and worksite tours that account for driver and wait time during multi-day trips. The selected vendor must demonstrate experience managing transportation services, strong communication and customer service skills, and flexibility in problem-solving. Regular check-in meetings with Rebuild staff are required to forecast needs and address concerns.

The contract term runs from July 1, 2026 through June 30, 2027, or upon full expenditure of contract funds, whichever occurs first. Payment is issued upon invoice approval for completed work. Vendors must maintain workers' compensation insurance at statutory limits, general liability insurance with a $500,000 per occurrence limit, and automobile liability insurance with a $300,000 per occurrence limit. Quoted prices must remain valid for 60 days from submission and must be net and exclusive of taxes. Submission requires completion of the PHLContracts platform including the General, Items, Questions, and Terms & Conditions tabs, along with a valid Consent & Authorization form in the vendor profile. Submission of an optional LGBTQ Applicant Data Form is available for businesses beneficially owned and controlled by LGBTQ persons.
