About this file

This is a Request for Proposal (RFP) issued by the City of Philadelphia's Capital Programs Office (CPO) through its Rebuild initiative for transportation support services for workforce development program participants. The Rebuild initiative represents the City's historic $500 million investment in neighborhood parks, recreation centers, and libraries across Philadelphia. The RFP seeks transportation services to support participants in Rebuild's paid training programs in skilled trades, coordinating rides to job sites, union halls, construction sites, and special events such as industry tours and school visits. The contract term commences on or about July 1, 2026, and expires on June 30, 2027, or upon full expenditure of contract funds, whichever occurs first. The selected vendor will work directly with Rebuild participants, training providers, and contractors to ensure reliable transportation to designated worksites, with particular attention to early morning start times and locations in underserved areas such as the far northeast of Philadelphia and surrounding counties.

Applicants must propose a fee structure based on cost per mile traveled, with separate rates for job site transportation reflecting recurring and multiple worksite locations within specified mileage ranges, and worksite tours and visits that account for driver and wait time with vehicle retention during multi-day trips. Training programs average 15 to 25 participants per cohort. The selected vendor must demonstrate experience managing transportation services, possess strong communication and customer service skills, and exhibit flexibility and proactive problem-solving capabilities. Payment will be issued upon invoice approval for successfully completed work, and the vendor must participate in regular check-in meetings with Rebuild staff to forecast transportation needs and address concerns. This micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder, with all items required to be quoted for eligibility for award.

Summary This Micro Purchase (MP) is issued by City of Philadelphia’s Rebuild initiative, which is within the Capital Programs Office (CPO).

Services sought: Transportation supports for participants in Rebuild’s workforce development programs.

Department

The City of Philadelphia’s Capital Program Office (CPO) oversees the engineering, architectural, and project management functions for more than 200 active construction projects across the city.

This includes upgrades to parks and recreation centers, libraries, fire and police stations, health centers, and other City-owned facilities. Through cross-departmental coordination and a commitment to continuous improvement, CPO works to improve public facilities to better serve Philadelphia residents.

Rebuild is the City's historic investment of over $500 million in neighborhood parks, recreation centers, and libraries across Philadelphia. Rebuild Philadelphia promises to acknowledge history, engage the community, and invest intentionally to uplift pivotal community spaces, empower neighborhoods, and promote access to economic opportunities for all.

Background

Rebuild offers paid training programs in partnership with local unions to Philadelphia residents with a direct connection to potential long-term, full-time employment within the skilled trades and partner employer agencies.

The term of the MP is expected to commence on or about July 1, 2026, and, unless sooner terminated by the City pursuant to its terms, shall expire on June 30 following the commencement date.

Services To build a long-term career in the trades, most trades workers find that they need to own a car to reliably reach job sites. However, Rebuild recognizes that career changers may need time to save adequate funds to make such a purchase; the transportation supports described in this MP are intended to be a short-term resource for program participants who are not yet car owners.

Under the guidance and direction of Rebuild, the selected vendor will work directly with Rebuild participants, training providers, and contractors to ensure that participants are able to arrive at their designated worksites in time to successfully clock in for the day and start work. Skilled trades teams often start the workday early in the morning (making it potentially difficult for participants to use SEPTA for sites that are far away). Additionally, many of the union halls are in the far northeast of Philadelphia, an area of the city that is underserved by frequent, reliable public transportation.

For most participants, construction sites will usually be within city limits, with the potential for occasional job sites to be in surrounding counties.

Specific activities and services may include:

a) Coordinating with individual participants to ensure transportation to their designated job sites, which may change over time

b) Providing transportation for program participants to construction sites for school visits, industry tours and other special events (this need is anticipated to occur on an occasional basis and will be scheduled in advance)

c) Other transportation-related activities as agreed to between the Consultant and Rebuild

The awarded vendor can expect to be assigned to work with participants enrolled in Rebuild’s workforce development skilled trades training programs over the duration of the contract.

The vendor will have experience with successfully providing and managing transportation services, with the ability to troubleshoot issues that may arise in fast-moving situations, excellent communication skills and customer service, and a sense of flexibility and proactive problem-solving.

Timetable

This contract is expected to last through June 30, 2027, or after the full value of the contract has been expended, whichever occurs first.

Reporting Requirements

The Consultant shall expect to participate in regular check-in meetings with Rebuild staff; these conversations are opportunities to forecast upcoming transportation needs and discuss how any concerns should be addressed.

Compensation

Fee structure – Applicants shall propose a fee structure based on cost per mile travelled

a) Job Site Transportation: rate per mile – based on recurring worksite location and multiple worksite locations and within a mileage range.

b) Worksite Tours and Visits: training program participation averages 15 – 25 participants per workforce program hosted by Rebuild and include driver and wait time - based on vehicle remaining with the participants for the duration of the trip over multiple days.

Payment conditions – Payments will be based on approval of invoices for work that was successfully completed.
