About this opportunity
The City of Long Beach Department of Parks, Recreation and Marine is seeking proposals for on-call/as-needed transportation services for youth, teens, and seniors in recreation programming, with proposals due September 23, 2025 and questions due August 26, 2025. All vehicles must be fully ADA-compliant with wheelchair lifts and securement systems; the contractor must maintain a fleet large enough to accommodate estimated service frequency of 4–5 trips per week during summer season and 1–2 trips per month during non-summer periods.
The scope includes pick-up and drop-off at multiple park and school sites throughout Long Beach, local and long-distance field trips ranging 10–60 miles, provision of hazard and safety equipment on all buses, and furnish of an alternate bus in case of accidents. The contractor must maintain commercial general liability insurance of $1,000,000 per occurrence / $2,000,000 aggregate and commercial automobile liability insurance of $5,000,000 combined single limit (reduced from original $10,000,000 requirement per Addendum 1). Performance standards include 100% safety compliance, 95% or higher on-time performance, 100% driver qualification standards, 100% ADA accessibility compliance, 24-hour response times for communications, and less than 15% of vehicles in maintenance at any time.
The City intends to award a single contractor but may award multiple vendors if necessary to ensure full-service coverage. The contract term is two years with options to renew for three additional one-year periods, not to exceed five years total. This is an indefinite-quantities contract with no guaranteed minimum dollar amount. Pricing must be submitted as itemized unit costs broken down by labor, vehicle, and service costs; vendors may develop their own pricing format.
Proposals are evaluated on organizational capacity and experience (30%), method of approach (40%), communications and reporting (20%), and reasonableness of cost (10%). Minimum qualifications include one year of bus driving experience, valid Class B license, valid CDL with passenger and school bus endorsement, and compliance with all local, state, and federal regulations for transporting minors. The City's Equal Benefits Ordinance applies to contracts valued at $100,000 or more. Evaluation will occur September–October 2025, with interviews and site visits scheduled as needed.
