About this file
This is a Narrative Proposal Template document issued by the City of Long Beach, California, Department of Parks, Recreation and Marine (PRM) for on-call/as-needed transportation services. The City is seeking qualified firms to provide transportation for youth, teens, and seniors participating in recreation programming. The awarded contractor must be ADA compliant and maintain a fleet large enough to accommodate all scheduled programs. The template does not specify response dates, due dates, site visits, bidder conferences, award dates, or contract terms; these details would be contained in the broader RFP documentation.
The proposal template requires comprehensive organizational information including company structure, federal tax ID, and authorized representative details. Proposers must demonstrate organizational qualifications and experience through 1-2 paragraphs, specify tenure in providing transportation services, disclose total employees and local headcount, identify key project staff with resumes, and provide five references with project descriptions and contact information. The template mandates detailed information on any subcontractors including their capacity, qualifications, and specific RFP requirements they will fulfill. Proposers must outline their proposed solution, methodology for achieving RFP outcomes, work plan with key milestones, risk mitigation strategies, and requirements needed from the City for implementation. Communications and reporting requirements include key performance indicators, employee supervision protocols, performance reporting to the City, stakeholder identification, and subcontractor payment documentation procedures.
