About this opportunity
The Oregon Department of Transportation is requesting proposals for Transportation Land Use Planning 2027 Price Agreements covering architecture and engineering services across five disciplines — Transportation System Planning, Public Transportation Planning, Bicycle and Pedestrian Planning, Land Use Planning, and Statewide Transportation Plans and Policies — with proposals due November 20, 2026 and a pre-proposal conference on October 6, 2026 at 11:00 AM PST.
A 12% Certified Small Business Aspirational Target applies to state-funded Work Order Contracts exceeding $100,000. Federal DBE requirements are currently suspended pending reevaluation under new federal interim final rule requirements effective October 3, 2025.
ODOT will award 7–10 Price Agreements for Transportation System Planning, Public Transportation Planning, and Bicycle and Pedestrian Planning each; 5–7 for Land Use Planning; and 3–5 for Statewide Plans and Policies, though the agency reserves discretion to select more or fewer proposers based on submissions and capacity. Individual WOCs are anticipated to range from $50,000 to $500,000 with durations of 18 to 36 months. Work will be performed statewide across all Oregon regions and may focus on state, local, or both facilities and services. The collective maximum not-to-exceed for all Price Agreements is $100,000,000, with no separate not-to-exceed caps on individual PAs.
ODOT will evaluate proposals on a qualification-based selection basis without cost consideration during scoring. Scoring covers general qualifications (alignment with agency priorities, project management capability, interdisciplinary team management) and discipline-specific technical criteria (understanding of services, philosophy and approach, relevant experience with project summaries, and work samples), with a maximum of 200 points and up to 50 additional points available for interviews or follow-up questions. The anticipated effective date for Price Agreements is February 2027, with an initial WOC assignment period of three years, extendable for up to two additional years based on agency need, funding availability, and consultant performance. Compensation methods may include Cost Plus Fixed Fee, Fixed Price, Time and Materials, or Price Per Unit, to be determined by the agency for each WOC. Funding sources include federal agencies (EPA, FHWA, FRA, FTA, NHTSA) and state funds. All proposers must register in OregonBuys and provide cost data only after selection notification.
