About this opportunity
The State of Maine Division of Purchases is soliciting quotes for Transmission Control Modules (NSN 2520-01-579-1379, PN TCM2100BB) to support vehicle refurbishment at the Maine Military Authority facility in Limestone, Maine, with quotes due August 2, 2012 at 2:00 p.m. local time.
The scope is electronic transmission control modules for military HMMWV applications. Bidders must specify product condition (new, remanufactured, or other), manufacturer details, and delivery capability. First delivery of up to 50 units must occur within 30 days of contract award; the 12-month purchase volume projects 50 to 200 units total. Bidders should indicate quantities available for immediate delivery and additional quantities available by September 1 and October 1, 2012, as delivery capability carries significant weight in award decisions. Certificates of Conformance to Military and OEM standards may be required, and product samples may be requested for evaluation at the bidder's expense. Used or unused former Government surplus property may be proposed, provided complete descriptions and acquisition details are included.
This is a one-year purchasing agreement with potential extensions. Bid prices must be net F.O.B. destination, Limestone, Maine, with all freight and delivery charges prepaid by the contractor and fixed throughout the contract period. All deliveries must comply with applicable Federal, State, and local laws and regulations. In tie situations, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. Awards will be made to the lowest responsible bidder offering best value, considering quality, conformity to specifications, delivery dates, and cost. Cash discounts of 20 days or more will be factored into award decisions; discounts under 20 days will not. Contract award is contingent upon successful screening through the federal Excluded Parties List System and compliance with Buy American Act requirements. The State of Maine is exempt from Federal taxes and Maine sales and use taxes; quotes should exclude these amounts. Vendors must complete debarment certification and submit mandatory bid information across specified spreadsheet columns. Inquiries should be directed to the State Purchasing Division.
