About this file

This is a solicitation document from the State of Maine for a one-year purchasing agreement contract to procure Transmission Control Modules (electronic modules only, NSN 2520-01-579-1379, PN TCM2100BB) to support vehicle refurbishment and repair at production facilities in Limestone, Maine. The buyer seeks first delivery capability of up to 50 units within 30 days of contract award, with a projected 12-month purchase volume of 50 to 200 units. The contract may be eligible for extensions after the initial term. Bidders must complete the Bid Response Data spreadsheet with mandatory information across columns A through M, including registered company name, product description, condition (new, remanufactured, or other), manufacturer details, pricing, and delivery timelines. The solicitation requires contractors to indicate quantities available for immediate delivery, and additional quantities available by September 1, 2012, and October 1, 2012, as this information will carry significant weight in award decisions.

All bid prices must include freight and delivery charges to the destination in Limestone, Maine, and quoted prices are fixed contract prices regardless of order quantity or partial shipments unless specific delivery constraints are agreed upon in the contract. Bidders may propose used or unused former Government surplus property, but must include complete descriptions and acquisition details. Certificates of Conformance to Military and OEM standards may be required, and contractors must be prepared to provide product samples for evaluation prior to contract award at their own expense. Contract award is contingent upon successful screening through the federal Excluded Parties List System (EPLS) and compliance with Buy American Act requirements. Contractors should direct all inquiries to the State Purchasing Division contact rather than the MMA-Limestone Facility.
