About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highway and Transportation Commission (MHTC) are requesting bids on OEM standard minivans and 15-passenger vans for the State Transit Program under IFB 0000000335SL, with bids due July 20, 2026. FTA Buy America compliance with a minimum 70 percent domestic content requirement (subject to partial waiver for this vehicle category) is mandatory — the central eligibility filter.

The procurement seeks two vehicle types: extended-wheelbase front-wheel-drive minivans and 15-passenger full-sized rear-wheel-drive vans, current model year or newer. Acceptable 15-passenger vans include Chevrolet 3500, GMC Savana Extended with 155-inch wheelbase, Ford Transit Low Roof with 148-inch wheelbase, or approved equivalents. Specifications require gross vehicle weight rating of 9,000 pounds, V-8 or V-6 turbo engine (235 horsepower minimum), 5- or 6-speed automatic transmission with overdrive, enhanced suspension with traction and electronic stability control, dark sunscreen privacy glass, front and rear heat and air conditioning, powered side loading or sliding doors, backup cameras, and integrated safety systems. Final assembly and engine manufacture must occur in the United States per Federal Register Notice Docket No. FTA-2024-0007. Bidders may submit pricing for base bids, extended warranties, percent discounts on factory-installed options, hybrid electric drive system options, and all-wheel drive options for each vehicle type.

The contract runs three years from execution with two optional one-year renewals. Pricing shall be firm, FOB destination, including all freight and delivery charges. No price increases are permitted during the first six months of the initial contract period or renewal periods. MoDOT reserves the right to award one contract for each vehicle type to the same or separate vendors. Evaluation criteria are responsiveness to mandatory requirements, vendor responsibility and reliability, past delivery performance, and lowest total cost. Questions are due ten calendar days before July 20. Hard-copy bidders must notify buyer Ashten Nichols five business days in advance at ashten.nichols@modot.mo.gov. Mandatory certifications include Buy America Certification, 49 CFR Part 20 Lobbying Certification, Debarment/Suspension/Ineligibility Certification, and Exhibit M Anti-Discrimination Against Israel Act Certification.
