About this opportunity

The Missouri Department of Transportation and Missouri Highway and Transportation Commission are requesting bids on modified Wide Body Cutaway buses configured to three floor plans (GG, HH, and II) for the State Transit Program under IFB, with bids due June 18, 2026 and questions due by June 8, 2026.

Vehicles must meet Federal Motor Vehicle Safety Standards (FMVSS), Americans with Disabilities Act (ADA) accessibility requirements, and FTA Altoona Bus Test compliance, with test results and certifications submitted at bid time. The scope spans steel cage body construction on current-year Ford or General Motors Super Duty 14,000 GVWR chassis; fiberglass-reinforced front and rear caps are acceptable if FMVSS-compliant. Steel cage construction requires minimum 70% domestic content under the FAST Act for FFY 2020 and beyond, with final assembly in the USA. Vehicles must include rear hydraulic wheelchair lifts (1,000 lbs. design load standard or 800 lbs. optional), retractable wheelchair securement systems, L-track tie-down systems with shoulder belts, ADA-compliant flooring, and heating and cooling systems (minimum 30,000 BTU front and 53,000 BTU rear). Floor plan II accommodates 8 passengers with 2 wheelchairs on a 158-inch wheelbase; floor plan HH accommodates 16 passengers and 2 wheelchairs on a 176-inch wheelbase. Both feature flat floors with rear hydraulic lifts and egress doors. Insulation may be fiberglass wool with minimum R-value of R5 or greater, nontoxic and noncombustible, in lieu of polystyrene composite. Wheelchair lift barrier systems must be LiftSentinel by BraunAbility or approved equal; alternative integrated systems such as BraunAbility Century 2 require documented equivalency demonstration. Power inverters must accommodate standard consumer device charging with sufficient wattage; aftermarket units are acceptable if OEM units are unavailable.

Warranty terms include three years or OEM on chassis, five years or OEM on engine and transmission, three years on vehicle structure and paint, and manufacturer's warranty on lift systems. The contract term is three years from execution with options for two one-year renewals. MoDOT reserves the right to conduct in-plant inspections and approve a pilot vehicle prior to manufacture. Bids are submitted electronically through MissouriBUYS Powered By MOVERS or by mail via USPS, UPS, or FedEx; hard copy submissions require five days' advance notice to buyer Ashten Lorts at ashten.lorts@modot.mo.gov. MoDOT does not accept email submissions.
