About this file
This is an Amendment 1 Questions & Answers document related to the Missouri Department of Transportation (MoDOT) and Missouri Highway and Transportation Commission (MHTC) procurement for modified Wide Body Cutaway Buses (Floor Plans GG, HH, & II) under the State Transit Program. The document addresses specification requirements and deviations submitted by bidders regarding vehicle construction, specifically addressing body exterior materials and insulation specifications. The contract term extends for three years from the executed contract date with options for two additional one-year renewals. Bids are submitted electronically through MissouriBUYS Powered By MOVERS or by mail via USPS, UPS, or FedEx, with hard copy submissions requiring five days' advance notice to the buyer of record, Ashten Lorts, at ashten.lorts@modot.mo.gov. Questions and issues must be submitted no later than ten calendar days prior to the solicitation closing date.
The document specifically addresses two technical specification questions: body exterior construction materials and insulation requirements. Regarding body exterior, MoDOT confirmed that fiberglass construction for front and rear caps is acceptable provided all Federal Motor Vehicle Safety Standards (FMVSS) requirements are met, with the remainder of the body composed of steel cage construction. For insulation, MoDOT approved a deviation requested by Micro Bird to substitute fiberglass wool insulation for the originally specified polystyrene composite, provided the fiberglass wool achieves a minimum R-value of R5 or greater, maintains nontoxic and noncombustible properties, and complies with applicable FMVSS flammability requirements. This approval recognizes the performance equivalency and operational benefits of the alternative insulation method.

Amendment 1
| REQUIREMENT | QUESTIONS | MoDOT Response: | |
| BODY EXTERIOR | The body shall be a steel cage manufactured out of a minimum of 16-gauge metal integrally mounted to the chassis and conform structurally to FMVSS. The outside layer of the body shell shall be of a metal construction (not fiberglass) | Exterior roof and side panels are made of aluminum. The front and rear cap are made of fiberglass to allow for a greater structural flexibility while maintaining the highest safety standards. Please confirm this configuration is acceptable. | The front and rear cap can be made of fiberglass, as long as all FMVSS requirements are met. |
| INSULATION | Shall consist of a polystyrene composite placed in the ceiling and side walls with a minimum R Value of 5 and shall be nontoxic. A polyurethane-foam insulation material or 1” honeycomb resin is also acceptable if providing the same R Value as stated above. Batt insulation is not acceptable. | Micro Bird respectfully requests a deviation from the specified insulation material to allow the use of fiberglass wool insulation installed within the vehicle’s roof and side‑wall body structural bows, as well as the front and rear caps. This semi‑rigid fiberglass wool insulation provides a thermal resistance of approximately R‑4.0 to R‑4.2 per inch and is installed at a thickness sufficient to achieve a minimum overall R‑value equal to or greater than R‑5, thereby meeting the performance intent of the specification. The material is non‑toxic, manufactured with a formaldehyde‑free binder, non‑combustible, and compliant with applicable FMVSS flammability requirements, with tested flame spread and smoke development values consistent with transit safety standards. Installation within the structural bows allows secure retention, continuous insulation coverage, and avoids interference with wiring, drainage paths, or structural components. Compared to spray‑applied foam or rigid composites, this approach mitigates lifecycle risk by preventing moisture entrapment, allowing visual inspection, and enabling repair or replacement without damage to the body structure, while delivering proven long‑term thermal, acoustic, and durability performance consistent with Missouri DOT operational expectations. | MoDOT accepts the deviation from the specified insulation material to allow the use of fiberglass wool insulation installed within the vehicle’s roof and side‑wall body structural bows, as well as the front and rear caps. This semi‑rigid fiberglass wool insulation provides a thermal resistance of approximately R‑4.0 to R‑4.2 per inch and is installed at a thickness sufficient to achieve a minimum overall R‑value equal to or greater than R‑5 |
