About this opportunity

The City of Kingman, Arizona is soliciting proposals through Request for Proposal (RFP) 2026-RFP-002 for revenue-generating transit advertising services on its Kingman Area Regional Transit (KART) fixed-route bus system, which operates four deviated fixed routes with ten buses serving approximately 90,203 annual passenger trips across 190,245 service miles. The procurement encompasses interior and exterior bus advertising services, including the sale and placement of advertising, executive and administrative management, coordination of advertising production, maintenance of advertising materials, customer relations, and preparation of financial and operational reports. Qualified contractors must demonstrate a minimum of five years of experience in transit or similar advertising services and maintain a current Arizona business license, along with commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 general aggregate, commercial auto liability insurance of $1,000,000, and workers' compensation insurance per statutory requirements. The City will evaluate proposals using a points-based system weighted as follows: firm background, experience, and financial stability of key personnel (30 points); detailed work plan (30 points); and proposed revenues to be shared with the City (40 points). Proposals must be submitted electronically through the OpenGov procurement portal by 3:00 pm Arizona time on Tuesday, April 14, 2026; questions from proposers must be submitted by 3:00 pm Arizona time on Monday, March 30, 2026; and the City will issue all addenda no later than April 3, 2026. The City anticipates selecting a proposer by April 13, 2026, with contract negotiations scheduled for April 20-27, 2026, and City Council approval anticipated for May 5, 2026.

The contract term is one year from execution with monthly renewal options thereafter, not to exceed five years total; no specific incumbent contractor is referenced, and the procurement is open to all qualified firms with no stated set-asides for disadvantaged enterprises or resident bidders, though the City provides preferences for Arizona resident bidders and Arizona-manufactured goods when offers are identical in price and quality. Pricing shall consist of the proposer's proposed percentage of profit to be shared with the City of Kingman, subject to City approval, with contractors responsible for establishing advertising rates, maintaining records of revenue collection and reconciliation according to generally accepted accounting principles, and providing quarterly reports within one month of each quarter close; the City of Kingman is not exempt from Transaction Privilege Tax, which must be included in all pricing proposals. The contractor bears full responsibility for advertisement maintenance, removal of damaged materials within 48 hours of notification, and removal of dated materials within five calendar days of expiration, with restoration of bus surfaces upon vinyl removal. No specific award value or budget range is detailed in the solicitation documents; rather, the evaluation prioritizes the revenue-sharing percentage proposed by the contractor as the dominant evaluation factor. Proposers must submit comprehensive proposals including a cover letter, sample contract, detailed responses to all requirements, company experience description, signature page, guarantees and warranties, minimum three references, New Vendor Application or Existing Vendor Verification Form, IRS W-9 Form, and a No Collusion Affidavit through the OpenGov procurement portal.
